Germany's Bundeswehr 'lacks basic equipment' for NATO mission
The German army lacks the protective vests, winter clothes and tents needed for its deployment in a NATO rapid reaction force, a report says. But that is not the only shortfall.


German soldiers do not have enough protective vests, winter clothing and tents for their participation in NATO's 'spearhead force,' a newspaper report said on Monday, citing a paper presented to the Defense Ministry.

The news comes as Germany prepares to take over the leadership of the multinational Very High Readiness Joint Task Force (VJTF) Army Command at the start of next year, with Defense Minister Ursula von der Leyen (top picture) under intense pressure to bring equipment up to scratch by then.

The newspaper Rheinische Post cites the internal paper by Germany's Army Command as stating that the army would lack sufficient tents until at least 2021.

According to the Army Command report, 10,282 mobile "accommodation units" are needed for the army's deployment in the VJTF for the period 2018 to 2020, but only 2,500 are currently available — and even these are not fit for purpose.

Protective vests and winter clothing were also in such short supply that it would be "impossible" to ensure that demands were met, it said.

Last week, German media reported that the Bundeswehr was also lacking sufficient tanks and operational aircraft to fulfill its duties as VJTF leader, along with other equipment shortfalls such as night-vision equipment and automatic grenade launchers.

'Scandalous situation'

The Rheinische Post said German parliamentarians reacted with outrage to news of the latest deficiencies.

"We cannot and will not accept" such supply gaps, said defense expert Fritz Felgentreu from the Social Democratic Party (SPD).

The Free Democrat (FDP) politician Marie-Agnes Strack-Zimmermann found even stronger words.

"The fact that even basic equipment such as protective vests and winter clothing is in short supply shows what a miserable state the Bundeswehr is in as a result of cutting costs," she said, adding that her party would set up a subcommittee to "look into this scandalous situation" at the next meeting of the Bundestag's Defense Committee.

The VJTF is a 5,000-strong force initiated by NATO in 2014 to counter the threat of Russian military aggression against Baltic member states. The force is supposed to be capable of going into action within 24 hours.

The German army has faced a shortage of equipment for years, but the situation has recently become so precarious that some soldiers took matters into their own hands.

On Tuesday, German broadcaster ARD revealed that German soldiers tried to hide the lack of arms by replacing heavy machine guns with broomsticks during a NATO exercise last year. After painting the wooden sticks black, the German soldiers swiftly attached them to the top of armored vehicles, according to a confidential army report which was leaked to ARD.

A defense ministry spokesperson said the use of broomsticks was not a common practice, and that the decision of the involved soldiers was "hard to comprehend." According to the ministry, the armored vehicles were furthermore not supposed to be armed. It remains unclear how many broomsticks were substituted for machine guns.

The awkward revelation on Tuesday came at the worst possible moment for Germany's defense ministry. The same day, Ukraine's army was about to suffer a defeat in the town of Debaltseve, putting a renewed focus on the question whether Europe's NATO allies would be able to manage the crisis militarily – without an American intervention, if necessary.

To make matters worse, the broom-equipped German soldiers belong to a crucial, joint NATO task force and would be the first to be deployed in case of an attack. Opposition politicians have expressed concerns about Germany's ability to defend itself and other European allies, given that even some of the most elite forces lack basic equipment.

The central European country was the world's third-largest arms exporter in 2013, but when it comes to Germany's own defense politicians have been unwilling to invest. In 2013, Germany spent only 1.3 percent of its GDP on defense -- a ratio which was below the average spending of the European members of NATO.

In an interview with local German newspaper Neue Osnabrücker Zeitung, the head of the country's green party Cem Özdemir argued that it was not only the lack of funding that posed a problem. "The financial resources are not being used efficiently," Özdemir said last September. According to him, Europe's armies only have one tenth of the strength of the U.S. Army, although they cost half of the defense budget of the United States.

The lack of equipment does not come as a surprise to close observers of the German army. Last year, the parliamentary defense committee was informed that out of 89 German fighter jets, only 38 were ready for use. The list of damaged items also included helicopters, as well as a variety of weapons.

After the lack of arms and vehicles was made public, Defense Minister Ursula von der Leyen vowed to upgrade and repair the equipment. According to some soldiers and officers, the minister has so far failed to deliver on her promises.

According to the confidential report that was leaked on Tuesday, the German NATO task force would face serious problems if it had to intervene abroad. More than 40 percent of the task force's soldiers would have to do without P8 pistols, and more than 30 percent lacked general-purpose machine guns, known as MG3. Operating at night would be particularly difficult for Germany's armed task force, given a lack of 76 percent of necessary night viewers.

Germany's continuous equipment problems hardly match von der Leyen's public rhetoric. On Tuesday, she announced that Germany would overhaul its security strategy and become more active internationally and in eastern Europe in the coming years.

According to Reuters, von der Leyen said that Germany's new policy had to take into account the Kremlin's attempt "to establish geo-strategic power politics and military force as a form of asserting their interests." Critics, however, say that such statements remain pure rhetoric, as long as the financial resources dedicated to the German army are insufficient.

The German military, which will assume the lead in NATO’s 5,000-strong high-readiness force by 2019, is ill-prepared for the mission as troops lack bulletproof vests, winter uniforms and even tents, a local newspaper report says.
“The land forces are facing a capability gap in the area of mobile accommodation items until at least 2021,” states an internal Defense Ministry paper quoted by Rheinische Post newspaper. The document also says the Bundeswehr will need 10,282 “housing units” to contribute to NATO’s Very High Readiness Joint Response Force (VJTF), but only 2,500 are available – much of which are also unsuitable for foreign deployments.

Going further, the document admits that even providing a sufficient number of bulletproof vests and winter clothing for overseas missions “is not possible” because of an “equipment gap.”

Commenting on the Rheinische Post’s report, some parliamentarians voiced unease over the situation. “[The fact] that even basic equipment such as protective vests and winter clothing is missing, shows the wretched condition the Bundeswehr finds itself in,” Marie-Agnes Strack-Zimmermann, Free Democratic Party MP in charge of defense, told the newspaper. She promised to discuss “this scandalous situation” during an upcoming parliamentary hearing.

Earlier, other media reports suggested that the German military had trouble preparing for the mission. Only last week, Die Welt newspaper revealed the German army’s 9th armor brigade only has nine operational Leopard 2 tanks, whereas 44 are required for the VJTF.

The same unit, said to be the backbone of the NATO force, has only three out of 14 Marder armored infantry vehicles. The reason for the shortfall was a lack of spare parts and the high cost of maintaining the vehicles.

The VJTF, which is posited to serve as the military bloc’s vanguard force, comprises a 5,000-strong multinational brigade supported by air, maritime and special forces. It is expected to be able to deploy at short notice “following the first warnings and indicators of potential threats, before a crisis begins.”

The VJTF was created in 2014, when NATO launched a massive military buildup near Russia’s borders following the outbreak of the crisis in Ukraine.

Moscow has consistently criticized NATO’s military assets being moved closer to Russia’s frontiers. Some Russian – and Western – officials maintained the buildup has more to do with justification of the alliance’s existence rather than countering real security threats.

“A very real deployment of heavy artillery and additional large contingents takes place on the NATO-Russia border,” Russian Foreign Minister Sergey Lavrov told the Munich Security Conference earlier this week, referring to the Baltic states and Poland. “With an imagined Russian threat,” Washington is ensuring its dominance in Europe through NATO, the top diplomat stated.

German soldiers used broomsticks painted black instead of guns during a joint Nato exercise last year due to severe equipment shortages, it has emerged.

The incident took place during exercises for Nato's rapid response force, formed in reaction to the Ukraine crisis, which is supposed to be ready to deploy anywhere it is needed at very short notice.

Soldiers in the Panzergrenadierbataillon 371 took part in the exercises last September in Norway.

The troops were missing 31 per cent of their MG3 general-purpose machine guns, 41 per cent of their P8 handguns, and more than three-quarters of their Lucie night-vision devices.

Soldiers resorted to painting broomsticks black and attaching them to Boxer armoured vehicles to simulate gun barrels.

The German Defence Ministry sought to downplay the incident, saying the Boxer vehicles in question were being used as mobile headquarters, and were never supposed to be armed.

The shortages of handguns and machine-guns have since been rectified, a spokesman said.

It emerged last month that the German military was also using ordinary Mercedes vans as stand-ins for armoured personnel carriers during training because of equipment shortages.

General Harald Kujat, a former chief of staff of the German armed forces and chairman of the Nato military committee, described the latest incident as a "huge embarrassment".

Panzergrenadierbataillon 371, a mechanised infantry battalion, has been assigned to the new Very High Readiness Joint Task Force (VJTF), which Nato agreed to form in response to the Ukraine crisis at last year's summit in Wales.

The new task force is supposed to be ready to deploy wherever a Nato member is threatened, Gen Kujat told German television.

"If that is not the case, then both for Nato, and for the Federal Republic of Germany, this is a huge embarrassment," he said.

A spokesman for the Defence Ministry confirmed that soldiers from the unit had complained about the shortages, details of which emerged in a report for Germany's ARD television.

"In the case of the Boxer armoured vehicle, it was being used as a mobile headquarters, and a weapon is not foreseen and not necessary for a mobile headquarters," the spokesman said.

"It was not a fighting vehicle. So we have no explanation why the soldiers would simulate a weapon."

The other shortages predated the unit's assignment to the new Nato spearhead force, he said.

"Under the current regulations, the German army operates with 75 per cent of materiel," he said. "That means there has to be a management system to allot the materiel where we need it."

Since the unit was assigned to the new Nato force, the shortages of machine-guns and handguns have been redressed and the unit's full consignments have been supplied, he said.

The shortage of night-vision goggles had been identified and supplies would be sent within days.

"We're thinking about the Boxer. If the soldiers want to have a weapon on those vehicles, they could be equipped with one, but it's not necessary."

The incident is the latest in a series of disclosures about equipment shortages that have caused concern among Germany's Nato allies.

The Defence Minister, Ursula von der Leyen, admitted last year that shortages were so serious Germany could not meet all of its Nato commitments.

It emerged in a parliamentary report last year that only 42 of Germany's 109 Typhoon fighters are available for immediate use because of maintenance issues.

Only 38 of its 89 Tornado bombers are operational, alongside only 280 of the army's 406 Marten tanks.

Another parliamentary report last month told how members of Germany's KSK special forces had to pull out of a Nato joint exercise because there was no operational helicopter available for them.

Ms von der Leyen this week announced an €8.5bn deal to buy 138 new helicopters.

Under a Nato agreement, members are supposed to spend at least 2 per cent of the GDP on defence, but Germany currently spends only 1.3 per cent.

The German army has been painting broomsticks black and mounting them on armoured vehicles to resemble machine guns, it has emerged.

Defence Ministry officials admitted employing the unusual props during military exercises in Norway with Nato’s rapid Response Force in September.

A spokesperson told The Local the armoured Boxer vehicle carrying the broomsticks was not required to carry live ammunition during the “Noble Ledger” manoeuvres as it was acting as a roving command post.

An internal Bundeswehr report exclusively seen by ARD television's Kontraste programme, said that “the gun barrel on the GTK Boxer’s weapon system was simulated with a black-painted broomstick because no barrels were available”.

The incident has become the focus of ridicule and consternation in Germany amid reports of the Bundeswehr being under-supplied.

But the Defence Ministry spokesperson insisted that its part of the Nato force had been fully equipped for weeks, adding: “Why the soldiers still simulated a weapons system is professionally incomprehensible.”

Media reports in Germany noted that Bundeswehr troops involved were lacking equipment including night vision devices, pistols and machine guns but the spokesperson said the items were not needed at the time and were available if required.

Around 6,500 soldiers from several countries took part in the exercises, Nato said, in preparations towards a new division formed to tackle humanitarian emergencies and armed conflicts.

Nato's evolution

At the Wales Summit in September 2014, Britain and other allies agreed to create a spearhead within the existing reaction force called the Very High Readiness Joint Task Force (VJTF).

Formed in response to the Ukrainian conflict, it will be able to deploy at very short notice, particularly at the periphery of Nato’s territory, with troops, artillery, air, maritime and special operations components.

Late last year, as the German Bundeswehr was considering rebooting its expensive, failed Euro Hawk drone program, the army of the country with the fourth largest economy in the world fielded its newest armored vehicles in a major military exercise in Norway with broomsticks painted black and lashed in place of missing machine gun barrels. That detail was part of a German Defense Ministry report leaked to Germany's public television network ARD that exposed widespread shortages of basic combat equipment.

According to the report, the Bundeswehr units deployed as part of a test of NATO's Rapid Response Force in September were far from combat-ready: they deployed with less than a quarter of the night vision gear required. The units were also missing 41 percent of the P8 pistols and 31 percent of the MG3 man-portable machine guns they were supposed to deploy with. And none of the GTK Boxer armored vehicles that deployed were equipped with their primary armament—the 12.7 mm M3M heavy machine gun.

The NATO Rapid Reaction Force is supposed to be made up of 4,000 troops and related equipment that can be deployed in times of crisis within 48 hours. The force was assembled as a response to the growing crisis in Eastern Ukraine, where rebels alleged to be receiving material and perhaps even direct military support from Russia pushed back the Ukrainian military even as a cease-fire was supposed to begin.

According to a Defense Ministry spokesperson, Germany's contingent for the reaction force was fully equipped two weeks ago, and the vehicles that the Bundeswehr deployed to Norway didn't need to be armed—they were serving only as mobile command center vehicles. The spokesman told the German English-language news site The Local, "Why the soldiers still simulated a weapons system is professionally incomprehensible."

But the German military as a whole suffers both from a shortage of equipment and general disrepair. Germany spends less than most European countries as a percentage of its gross domestic product on defense, and as the chairman of Germany's Green Party, Cem Özdemir, noted in September, most of the Bundeswehr's equipment "could come from the junkyard," according to an article in Neue Osnabrücker Zeitung—and that is more from poor management of spending, he insisted, than underfunding.

The Euro Hawk is perhaps the most high-technology manifestation of that failure of management. The drone system, developed by Northrop Grumman from an older version of the US military's Global Hawk unmanned aerial system (UAS), cost Germany nearly a billion dollars before its cancellation in 2013, after it was determined that Euro Hawk would not have the anti-collision capabilities required to get airworthiness certification from European Union aviation officials.

In an effort to get a benefit out of the sensor system that made up nearly a third of that cost, the Defense Ministry tried adapting it to other manned aircraft, but the effort failed. Now that the Obama administration is moving for the sale of US drone systems overseas, Germany may instead buy a newer version of the Global Hawk to carry the system.

Limited number of weapons in German military ready for action: report
German lawmakers are set to hear about how Germany's military, the Bundeswehr, has access to less than 50 percent of many major weapons systems. The findings are the latest to underscore problems in the armed forces.


Many primary weapons systems in the Bundeswehr are not available for training exercises or deployment, according to a new Defense Ministry study.

The "Report on the Operational Readiness of the Bundeswehr's Primary Weapons Systems 2017," which has been seen by the Reuters news agency and the RedaktionsNetzwerk Deutschland media group, is set to be presented to Germany's lower house of parliament, the Bundestag, on Wednesday.

The Defense Ministry said a higher number of training missions and deployments since Russia's intervention in eastern Ukraine in 2014 had caused existing equipment to wear down quicker than it had previously.

The report also did not calculate readiness for each type of weapons system based on the total number of weapons. Instead, it referenced the total number minus weapons under long-term maintenance, modernization or testing.

This calculation resulted in a total of 81 deployable Eurofighters rather than 128, leading to a higher ratio of airplanes available for deployment.

Some improvement

The report found however that the readiness for most weapon types had improved. Around 550 more weapons were available in 2017 for deployment compared to 2014.

Readiness for weapons used in active foreign missions was also higher than average, the Ministry said.

Based on these figures, it said that Germany could fulfill its obligations to the NATO alliance, including the rapid deployment force Very High Readiness Joint Task Force (VJTF).

Defense Minister defends record

Defense Minister von der Leyen of Chancellor Angela Merkel's center-right Christian Democrats (CDU) defended the Bundeswehr's progress in an interview with the Bavarian daily newspaper Passauer Neue Presse on Tuesday.

"We cannot make up for the years of reductions and cuts over 25 years," she said, adding that the Bundeswehr's €200 billion ($250 billion) modernization program had been "a long and arduous path," but that the government would remain committed to it.

Merkel's conservatives and the center-left Social Democrats (SPD) agreed to set aside €10 billion for the Bundeswehr in a coalition deal, which is still pending approval. The pact also accords the military "priority" along with international development if more money becomes available in the federal budget in the future.

The budgetary and defense spokesman for the Greens, Tobias Lindner, accused Defense Minister Ursula von der Leyen of failing to remedy a serious problem.

"A lot of engagements and training exercises understandably put strain on the Bundeswehr, but the military must react proactively and not just look on helplessly at how its equipment breaks down," he said.

The Defense Ministry's report comes after the Bundestag's military commissioner, Hans-Peter Bartels, complained about "large holes in personnel and equipment" in the Bundeswehr in a separate paper published in mid-February.

BERLIN (Reuters) - Missing spare parts and quality defects at a time of increased operations mean less than half of Germany’s submarines, warplanes and some other key weapons are ready for use, according to a government report on Tuesday.

The defense ministry delivered a 106-page report about the still“unsatisfactory readiness” of many key weapons systems to parliament on Monday, amid growing public outcry about the military’s failure to get a handle on the issue.

It confirmed the gist of a parliamentary report released last week that cited big, persistent gaps in military personnel and equipment.

The report said readiness was improving slowly, with 550 more weapons available in 2017 than in 2014. But more time and money were needed to recover from decades of spending cuts.

“We will need significantly more funds in coming years so the Bundeswehr (armed forces) can accomplish the missions and assignments that parliament gives it,” Defence Minister Ursula von der Leyen told the Passauer Neue Presse newspaper.

If approved, a new governing coalition would add 10 billion euros to the military budget over the next four years.

Germany sharply curtailed military spending after the end of the Cold War, but began boosting spending again after Russia’s annexation of the Crimea region of Ukraine in 2014.

The new report cited“quality deficiencies” that occurred during maintenance for the“limited and clearly lower-than-expected” availability of the Airbus A400M military transport. Just three of 15 aircraft delivered by the end of the report period were ready for use on average in 2017.

It said only 39 of 128 Eurofighter fighter jets, built by Airbus and other European arms makers, were available on average in 2017, largely due to long maintenance periods and“a shortage of a wide variety of replacement parts”.

It said it had enough jets for air policing missions in the Baltic region and to participate in NATO missions, but the lack of aircraft constrained pilot training, a concern ahead of Germany’s leadership of a NATO rapid response force from 2019.

The ministry said readiness rates were higher than average for the 13 overseas missions currently underway, albeit at the expense of“basic operations”, and Germany could still meet its obligations to NATO.

But it said it need to end the deployment of its NH-90 helicopters and Tiger helicopters as part of a U.N. peacekeeping mission in Mali from mid-2018 because the sustainability of the aircraft was in danger.

The ministry said it would need intense coordination efforts to ensure sufficient Leopard 2 tanks for their continued deployment in Lithuania under NATO’s Enhanced Forward Presence initiative, and for Germany’s rotational leadership of the Very High Readiness Joint Task Force (VJTF) in eastern Europe.

BERLIN (Reuters) - Germany is coming under mounting pressure to tackle equipment shortages in its military that fellow NATO nations fear is eroding German readiness as it prepares to take the command of a NATO rapid response force.

Member states take turns heading NATO’s Very High Readiness Joint Task Force (VJTF) in eastern Europe, which has grown in importance amid concerns that Russian military activities, including support for separatists in eastern Ukraine, have surpassed levels seen during the height of the Cold War.

German lawmakers and NATO allies have grown frustrated about the slow pace of progress on the military preparedness of Europe’s most populous country and economic powerhouse, with some key weapons systems only available 40 percent of the time.

“German readiness levels are a serious concern,” a NATO diplomat, who asked not to be further identified, told Reuters.

Defense ministry spokesman Jens Flosdorff said on Monday equipment still needed for VJTF would arrive by mid-year and the German military could carry out all its duties when it assumes rotational control of the force at the start of 2019.

NATO’s VJTF includes 5,000 to 7,000 soldiers that can be deployed within days in the event of a crisis.

But Flosdorff said the ministry was concerned about shortages of tanks and other military equipment, such as body armor. The ministry aimed to reverse this trend, caused by a years-long decline in defense spending, by 2030, but this would take time, he told a regular government news conference.

“Will the Bundeswehr (German armed forces) be able to carry out its missions in line with its NATO obligations? Yes. But that doesn’t mean that we can be satisfied with the overall readiness of the Bundeswehr.”

Defense Minister Ursula von der Leyen pledged to address the gaps when she took office over four years ago and military budgets are now rising again, albeit slowly, but media reports of further shortages continue to surface regularly.

“The Bundeswehr’s problems aren’t new, but it is shocking that nearly nothing has improved after four years of Ursula von der Leyen serving as defense minister,” said Tobias Lindner, a defense and budget expert for the opposition Greens.

He said the Greens had asked von der Leyen to give lawmakers an overview of readiness at a committee meeting on Wednesday, instead of them learning about specific problems from the media on a near daily basis.

There was no immediate comment from the Defense Ministry.

TANKS, BODY ARMOR ALL MISSING
Critics questioned Germany’s ability to head the VJTF next year after an internal ministry report leaked last week revealed serious deficits in the equipment of the German brigade that will lead the task force, mainly due to a lack of spare parts.

The conservative daily Die Welt reported that the brigade had only nine of 44 Leopard 2 tanks, and three of the 14 Marder armored personnel carriers that it needs. It is also missing night vision goggles, support vehicles, winter clothing and body armor, according to German media reports.

Henning Otte, defense spokesman for Chancellor Angela Merkel’s conservative bloc in parliament, said the new governing coalition deal with the Social Democrats included specific measures to improve military procurements.“We have to ensure that equipment gets to troops faster,” he said.

Shortfalls also afflict the German navy and air force.

At the moment, military officials say none of Germany’s six submarines can be deployed, only five of 16 A400M military airlifters are ready for use, and it will cost 500 million euros ($618 million) to ready hundreds of new Puma tanks for combat.

The already troubling readiness rates of other weapons - including the Eurofighter, Tornado and CH-53G heavy transport helicopters - have also stagnated or worsened over the past year, according to multiple sources familiar with the issue.

Defense Minister Frank Bakke Jensen of Norway said his country was tracking the situation in Germany closely, given ongoing disquiet about Russian military behavior but he had been assured that the submarines would be working again soon.

  在中国很多军迷的心目中,德军历来是战斗力强大的象征,甚至不少人都是忠实的“德粉”。然而今天的德国国防军早已经不是70多年前纵横欧洲的铁血劲旅。据德国之声、路透社等媒体27日报道,现在德国国防军陆海空军部队只有不到50%的装备可用,已经引发德国议会的高度关注。

  例如报告透露,空军欧洲战斗机“台风”机只有39架可投入作战(总数128架),狂风战斗机只有26架能战斗,不足总数三分之一,15架A-400M运输机止只有3架能用,陆军CH-53运输直升机只有16架能用(总数72架),58架NH-90运输直升机只有13架能用,虎式武装直升机只有12架能用(总数62架),豹-2坦克只有105辆能上战场(总数224辆)。海军也不怎么样,13艘护卫舰只有5艘能使用。那些不能投入战场,要么在维护,大修,要么在升级中。

  相比之下中国空军四代以上战机超过1000架,四代半以上战机(包括歼-10B、歼-10C、歼-16、苏-30MKK、苏-35、歼-20)总数大约有270架,即便按照德军的战备率,数量也要超过德军。打个比方,按照歼-20每架携带四中两近6枚导弹来计算,只需要12架歼-20就能彻底摧毁德军目前所有能飞的战斗机,这还是考虑有“导弹打偏”的情况。

  德国国防部认为,造成如此“惨状”的主要原因是乌克兰危机。因为俄罗斯介入乌克兰东部后,造成德军训练和战备部署任务大大增加,这对德军装备妥善率造成了巨大的压力。尽管报告中没有明确知名德军装备的战备完好率,但通过计算很容易得出。例如虎式武装直升机的战备完好率只有19%。

  然而报告还称,这已经是有所改进的结果。报告称德军目前总的可用军事装备数量是550部,已经超过2014年的水平,而德军执行海外任务部队的装备战备水平,也高于平均值以上。因此德国国防部认为德军能够完成北约同盟的防务义务,包括派遣“超高战备联合任务部队”(VJTF)。此外德国女国防部长冯德莱恩辩护称,德军25年来一直削减军费,做到这个标准已经很不错了。

  在今年2月中旬,德国议会武装部队监察委员汉斯·彼得·巴特尔斯就曾经发布报告指出,德国军队存在装备和人员上的巨大黑洞。从传统思维来看,现在德军的战备率确实惨不忍睹,但从目前北约作战样式来看,又是符合要求。例如北约“超高战备联合任务部队”,本来就是各成员国抽调部队组成,即便本国战备水平很低,但是凑出一个作战编组是没问题的

  因此现在的德军,绝对不是70多年前的德军,更和中国军队不在一个量级和水平上。把美军当挡箭牌,然后搞些联合防务打打下手,已经成为北约成员国,特别是老成员国的必然选择。怪不得特朗普一直嚷嚷着让西欧盟国提升军费水平。看来几十年不打仗,很多国家已经忘记了,国防依赖他国的悲惨下场。(作者署名:诤闻军事)
