From what I know, the CNB chief was already in acquittance with the lady even before the company was supplying the IT services to the ministry. Furthermore, for those who are familiar with the GeBiz tender process, you will know that no one will know the bid of individual vendors, including the ministry, until the tender is closed. All the bids will then be revealed and evaluated. Therefore, the IT lady will be plain STUPID if she thinks that offering her pussy will get her some advantage in the tender process. She had been supplying to government agencies, clearly she knows how the tender process works.

After reading the reports and statement released, I tend to believe that this is more of an inappropriate conduct rather than corruption as well.

During evaluation, tenderers are invited for inteviews to confirm and verify compliance to specifications and during this time tendered prices and other vital info could be revealed unscrupulously to favoured party for final price adjustment to match the lowest tenderer.
