Voters have pretty much made up their minds way before an election is announced. Posters, rallies, internet noise and so on will not affect their decision. Those are mere entertainment.

Unless of course, they encounter a negative event that affects them personally. That might sway their decision.

Posters provide the ambience that comes once every five years... it's like CNY or Christmas. Must give some mood to the masses.
