I say again - "There are Exception". Just like every Race has smart people among them. It is the majority that counts (or averages). Imagine a factory owner who is obviously is a smart guy, and he need good engineers, accountants, managers, technicians and even good workers to run his factory in order to be successful. So the problem with Low IQ countries are the smart people are too little to make any significant impact. Good Example are India and Indonesia, their average IQ is low. The leader may have big dreams but no one capable to carry it out. So a good idea remain a dream.
