Why u think they create so many new stat boards and GLCs. They need to park these generals and colonels somewhere when they leave the army at a young age.

what's new? in 1983, during the singapore cable car & oil rig accident, they sent COL ah-loong to supervise the rescue, when his training in SAFTI taught nothing about such doctrines. they refused to let singapore fire service do what they did best for ages (rescue & evac).
1 silly chopper crash, they send BG to recover, is quite expected. maybe they will also make COA & CDF to be traffic marshal.
