國軍又再爆發重大醜聞，海軍933鳳陽艦長呂姓上校，5月22日晚間，邀約艦上幹部及官兵聚餐，竟對喝醉酒的女軍官「撿屍」，帶到基隆港附近的飯店內趁機性侵得逞，女軍官堅持提告，呂也坦承並後悔，海軍直接上艦解除其艦長職務，撤職法辦。全案由基隆憲兵隊調查，近將函送地檢署偵辦。
據指出，這是國軍近年來最嚴重的風紀案，國防部長嚴德發相當震怒，933艦輔導長也因為照顧部屬失職被調職，艦長一職暫由該艦戰隊長代理。
不甘受辱提告 坦認法辦
據了解，事發後，艦隊一度打算息事寧人，但女方態度相當堅定，且其家人從事公職，得知此事，認為艦隊管理實在有很大問題，應面對法律制裁，海軍司令黃曙光得知後，更數度震怒，25日直接派員到艦上解除呂姓艦長職務。
軍方官員說，海軍為了漢光演習總驗收，21日開始即在宜蘭外海進行大規模的演訓預校，鳳陽艦擔任東北偵蒐任務，22日演訓結束後，返抵基隆港。

軍方官員說，鳳陽艦已在海上巡弋數日，加上有軍官將調任，因此停泊基隆港當日，在營外的餐廳舉行餐敘。當天女軍官也不勝酒力醉倒，呂姓艦長與其他人說會將醉酒的女軍官送回，未料，竟將女軍官帶到附近一家飯店性侵。
女軍官酒醒後，發現自己遭到性侵，身旁竟是艦長，隨後到醫院驗傷向上舉報，海軍艦隊指揮部立刻指派監察與政風人員約談呂男，他坦承酒後衝動和下屬發生性關係，並對此事深表歉意，隨即遭解除艦長職位與指揮權。
基隆憲兵隊也對當事人製作筆錄，回報司令部立案調查，但事發迄今一周，仍未移送，消息因而曝光，海軍艦隊指揮隊立即證實，指呂上校酒後失序肇生違法案件屬實，予以撤職。
