The bullying is very unfortunate and must be stopped. But your conclusion that this resulted from Taiwanese democracy is even more unfortunate.

First, 'democracy' manifesting itself in parliamentary fisticuffs is an aberration, not a norm.

Second, fisticuffs in parliament usually occur because two sides of the debate are deadlocked and roughly equal in strength resulting in an explosion of physical violence spilling over from verbal sparring. What you see in this video is one seriously outnumbered boy being attacked.

Finally, if parliamentary violence causes bullying, Taiwan's adversary China should be quite free of such brutish behaviour. This clearly is not the case.

Yeah, and in all honesty I concur. Evidence of this can be seen in how Shanghainese gentlemen rush into subway trains like there's gold to be had, even forcing closing doors open (I saw), while barbaric Taiwanese on the other hand form orderly queues and wait for passengers to alight before boarding. I seriously do.
 
Jerks are jerks regardless of nationalty and political alignment. These sort of people are everywhere. They bully because they can and because it gives their sorry excuse for an ego a boost.
