FROM having to top-up additional cash to bad experiences, the SingapoRediscovers Vouchers (SRV) scheme is getting a bad rap - to the point where over 2 million eligible adults have still not redeemed their vouchers.

The scheme, which is overseen by the Singapore Tourism Board (STB), aims to boost local spending in the beleaguered tourism sector. Each adult citizen can redeem S$100 in voucher credits, which are to be spent on hotels, tours and attractions. A major gripe is that such outings are usually family affairs, which means a fair bit of money will have to be topped up for the kids.

"Most consumers would look at their total cost of a visit to an attraction or for a staycation and not in isolation… Both a pull and push strategy might work to stimulate the utilisation of the stimulus vouchers that is needed for the economic growth to pick up," he said.

Many who have made purchases using the vouchers have also reported bad experiences, leading to complaints about merchants on social media or in feedback to the Consumers Association of Singapore (Case).

A key gripe: merchants' alleged failure to deliver promised products and services, especially as purchases made using the vouchers are generally not refundable under STB rules.

In one case, a customer had booked a yacht tour for two but was told later that the tour could not proceed as at least eight people were needed to set sail. The consumer was asked to accept another tour of lower value, which he did not agree with.

In response to queries from BT, STB said as at end-March that it had not delisted any merchants over "unethical business practices" - such as not delivering products or services that had been bought with SRV.

But the agency will not hesitate to penalise errant merchants, by removing them or their products from the scheme, a spokesperson added.

Only merchants that already meet certain STB criteria can have their products put up for sale on the authorised booking platforms.

Despite the low take-up, the Ministry of Trade and Industry (MTI) has no plans to extend its end-June deadline for the scheme, and industry watchers said full participation would be an uphill battle anyway.

It's for luring you to those places so you can spend some real money to buy food and drinks etc. It forces you to use Singpass. It provides business for the several 'approved' ticket sellers. It deducts the vouchers in denominations of $10 regardless of your ticket's price.

By the way, I wondered how much had they spent on putting up advertisements and banners for 'Sinkie Rediscovers'? A couple of months ago they were all over the place: Orchard Road, Civic District, Clear Channel ads at bus stops etc. :biggrin:

For instance, apps were replacing tour guides, maps and travel agents, and virtual or augmented reality allowed people to enjoy immersive experiences without leaving home.

The challenge is how Singapore will prepare for the long-term future, Mr Chan said.

Sustainable tourism presents growth opportunities, especially as tourists become more conscious about the environment.

The Government will pump $68.5 million into the Tourism Development Fund, which businesses can tap to explore new areas, including sustainability.

"In terms of the abundance of land and natural landscapes, Singapore might not be able to compete directly with other eco-destinations," Mr Chan said.

But the Republic's progressive and transparent regulatory environment and strong intellectual property protection will make it an attractive place for companies looking to test-bed sustainable tourism products and experiences.

Another strength is the vibrant public and private ecosystem that facilitates effective partnerships for businesses and workers to grow their capabilities, Mr Chan said.

The tourism sector should also leverage technology to create a unique experience for tourists and residents, he said.

"In a world where visitors are not constrained by physical boundaries, travel is no longer just about meeting or sightseeing but the unique suite of experiences it offers to visitors from pre-arrival to post-departure."

To support industry players in digital transformation, STB yesterday launched its innovation platform, Tourism Technology Transformation Cube.

Mr Chan said the challenge for Singapore is to prepare for long-term success and reinvent global travel.

"We are not waiting for a full reopening. Singapore is prepared to disrupt the status quo, transform our products and services, and harness our capabilities to capture the next type of growth ahead." - THE STRAITS TIMES
