Residents nab man over indecent act

HE WAS closing his parents' provision shop at Clementi on Tuesday night when he heard an angry shout behind him.

Mr Mohd Mohideen Abdul Kadir, 25, turned around and saw a resident from Block 412, Commonwealth Avenue West, running towards him.

The man, shouting loudly in Mandarin, was pointing at a man hiding at the stairwell near his shop at Block 411.

Mr Mohd Mohideen was curious but he didn't know what was going on because he does not understand Mandarin.

Then, a passer-by waiting at the lift asked him to help catch the man.

It turned out that the pursuer was the father of a Primary 6 girl whose modesty had been insulted.

Mr Mohd Mohideen's instincts from his police training during national service kicked in.

The Singapore Polytechnic student told The New Paper yesterday afternoon: "I ran after him as he ran towards Block 410."

The man ran towards a staircase leading down to the main road.

"I decided to run down the other staircase so I would meet him face to face," said Mr Mohd Mohideen.

"I think he didn't realise I was chasing him because he was more concerned about the other man who was running after him."

Mr Mohd Mohideen's quick thinking paid off as the man ran straight into him. He grabbed the man's arms and pushed him down to the grass patch.

With the man's right arm stretched out on the ground, Mr Mohd Mohideen pulled his other arm behind his back and pinned him to the ground.

He said the man did not struggle but repeatedly said "sorry" in English.

He sat on him for about five minutes before the police arrived and took the man away in handcuffs.

Behaving suspiciously

Residents told The New Paper that the man was a familiar face. Last year, he was spotted lurking outside some of the units several times and behaving suspiciously.

Housewife Tan Seo Khim, 47, said: "I saw him a few times last year peeping into my house. My door was open but my gate was locked.

"A couple of times, both of us jumped in shock when we saw each other. I didn't expect a stranger to be peering into my house and he didn't expect me to see him."

He ran away on those occasions and she couldn't catch him because he disappeared before she could unlock her gate.

After several instances, Mrs Tan and her husband decided to keep a lookout for the man they called "pervert" in Mandarin.

They kept their gate unlocked and waited in a corner for him to appear.

On one occasion last year, he did. Mr Tan gave chase and caught hold of the man.

He said: "I gave him a verbal warning and told him never to return."

That warning seemed to work, until Tuesday.

"At about 9.30pm on Tuesday, my daughter returned home and told me she saw the 'pervert' again," said Mrs Tan.

Less than half an hour later, they received a call from Mrs Tan's brother, who lives in another unit in the same block.

He sought their help as a neighbour had seen the man doing something indecent outside his flat while looking at his daughter, 12.

At that time, the girl was in the living room playing computer games with her back to the gate.

The neighbour had spotted the man, who looked like he was masturbating, and shouted at him: "What are you doing?"

After receiving the call, Mr Tan called the police before joining his brother-in-law to search for the man who had fled.

Mr Tan said: "I know the man walks around the neighbouring blocks, so my brother-in-law and I split up to search for him."

His brother-in-law later found the man near the provision shop and shouted at him.

"The provision shop guy ran very fast and grabbed him," said Mr Tan.

He added: "I'm glad he's caught and, thankfully, my niece didn't see the man or what he was doing."

A police spokesman said the police received a call on Dec 21 at about 10pm informing that a man had committed an obscene act outside a unit at Block 412, Commonwealth Avenue West.

The spokesman added: "The suspect, a man in his 20s, was subsequently arrested along Clementi Avenue 1. Police investigations are ongoing."

The New Paper understands that the man is a Singapore permanent resident who is currently out on bail.

If he is charged with insulting the modesty of a woman, he faces up to a year's jail and a fine.
