Resident wheel clamps my car, then charges me double the normal fee to remove it

A STOMPer says he was wheel-clamped by a resident of Tower 15 and charged $200 for its removal. He wonders if tenants really have the right to clamp vehicles and set their own fines.
In an email today (May 27) the STOMPer wrote:
"On May 15, my vehicle was wheel-clamped by a resident at the back of Tower 15 behind Hoe Chiang Road.
"I admit that I had ignored the signboard and parked my vehicle on the last lot, which did indicate clearly that it was a private lot.
"Needless to say, my vehicle was wheel-clamped.
"According to the tenant, the carpark is owned by all the tenants living at Tower 15 and they have the right and authority to clamp vehicles other than the designated vehicle numbers at the carpark.
"He then told me URA gave up the land area and decided to let all the tenants manage the carpark.
"I would like to find out the following:
"1) Is this true?
"2) Who dictates the release fee? and,
"3) How are the collection for the release of the wheel clamp taxed?"
