Since last year, rental of hawker prices had gone down, but you noticed that hawker food prices keep going up.

Price goes up may be due to inflation and cost of goods and many other factors. Not necessarily means that they profit all the price increase unless there is no competition. If general cost of living goes up, it would be foolish to expect hawker price not to go up as well.
