This wayang commission is to change the Presidency so that eventually one man, from the PAP of course, will call the shot.

The PAP realizes that eventually they will no longer be in government as they are so detested by sinkees. So, how to cling on to power? The new role of the President. The President will lord over the government. If the opposition forms the government, the PAP will still rule via the President.
