Reform Party wants minimum wage but quoted idea which is very similar to SG's progressive wage model

Look at Reform Party trying to champion minimum wage by citing UK's George Osborne's plan to push up the minimum wage sharply to boost productivity, because employers will be incentivised to train up their low-skilled staff to make them “worth” the higher pay.

But wait! Isn't that sounds awfully similar to the Progressive Wage Model we already have? Increasing workers' pay by upgrading their skills which in turn boost productivity?!!

My understanding is "progressive wage" is something like promotion. Whether to promote you or not depends on the employer, even if you get "trained" etc. "Minimum wage" is set by the government. When minimum wage is raised, employer are forced to give you more pay. He can get his money worth by making you more productive through training, mechanization etc.
