What do the Ministry of Home Affairs, the Singapore Police Force, the Land Transport Authority, and the Singapore Road Safety Council have in common?

They all use the phrase: Road safety is a shared responsibility.

As someone who sometimes walks on pavements - not even trying to cross a road - I genuinely want to understand: why is it my responsibility to keep myself safe from vehicles?

If I am in a space specifically built to separate pedestrians from traffic, what exactly am I supposed to "share" in that responsibility?

Isn't it primarily the authorities' role to design safer infrastructure, set appropriate penalties, and enforce the law in a way that deters dangerous driving?

When a vehicle ends up on a pavement, the pedestrian didn't control the speed limit, the road design, or the enforcement regime. So the idea that responsibility is evenly "shared" doesn't quite make sense.

If the risks aren't equal, the responsibility shouldn't be framed as equal either.

Why stop there, though? Might as well say:

Everyone must play their part by complying with every law, so we don’t need enforcers or prisons. Imagine how much money we'd have to distribute as CDC vouchers every year
