gov niche, i think cannot buy in advance must have death certificate

damn stupid rules they have with the govt niches:
They only release the space - block by block. Over at CCK, they have mixed single niches and double/triple niches in the same block but because the single only blocks are not completely filled, they cannot release the single niches within the mixed block.

my parents are in the mixed block but I cannot move my brother (from another external site) to be at the same block so Qing Ming I end up "creating" part of the jam and wasting more time by having to visit 2 places on different days. I could have gone on 1 day and settled them altogether

It is as if they expect the entire family to die at the same time then can be put near each other or together
