Foreigner got PR whilst not living in SG, how?​

Has this coworker in Chinese big tech company. Company brought him from Beijing to SG. After 2 years, he couldn't pass company English exam, could not speak any English, didn't have a good time here, went back Beijing. Even internal directory showed his location changed from SG to Beijing. Two months later he back to SG for a few days only because his PR application got approved?! WTF how? After he finished his PR formality, went back to Beijing with his SG PR. ‍

He's not a director or anything. Low rank IC software engineer. Is our SG PR that easy?
