The real story is:

After all the pressure US is putting on China, China has decided to end the conflict by invading Taiwan.

US found out about it and they knew they could not defend Taiwan. So Biden had no choice but to directly inform China that they are dialing back the tensions, in the hope that China not take over Taiwan.
That is also the same reason why Biden pulled out from afghanistan, to refocus troops to west pacific. To buy time.
