Two Chinese nationals were arrested for involvement in loanshark harassment.
They were apprehended in Serangoon North Ave 1 while police were conducting anti-loanshark operations.
The men had a bag containing bicycle locks, markers, combustible fuel, mobile phones and papers containing debtors' records.
They had attempted to to carry out loanshark harassment by scrawling loanshark graffiti on the walls, locking up debtors' units using the bicycle locks and also setting fire at debtors' doorsteps in the Serangoon housing estate.
The duo said they were recruited in China and had only arrived on September 6. Investigations are ongoing against the agent who offered them the job.
In a separate case on September 8, police arrested a man in Serangoon North Ave 4.
The 29-year-old suspect had committed several cases of loanshark harassment in Hougang, Serangoon and Sengkang housing estates by splashing paint and scrawling loanshark-related graffiti on the walls.
The three suspects will be charged in court on September 9.
