For those who wonder, it is not because Sitoh is gracious or plans to lobby for PP SMC to stay as SMC (though he might or not do so later). This is what I suspect.

At the start when town councils were asked to submit their boundaries for gazetting, no neighbouring GRCs wanted to take in PP to form the usual sized TC, as it was a former opposition ward with a narrow win, lest that ward be absorbed into their GRC next time.

If you notice, all 3 GRCs surrounding PP gave PAP a tougher fight - Chiam's GRC 43%, NSP team with Nicole Seah 43% and a WP less-known team 41%. Spillover effect.

This is at this point of time until 2016 when the EBRC redraw the wards or earlier if the PAP leadership compels one of the nearby PAP town councils to absorb PP.

PP is surely gone in 2016 for one simple reason - low electorate number.

they still have an ace up their sleeve, en bloc selected flats and move those trouble makers out of the area / disperse them somewhere else...dilution.

some flats (esp around Lor 8) are due for en-bloc / SERS

Why would anyone think all these enbloc and relocation works in favour of PAP. Any past historical examples? Remember the relocation at blocks along Hougang Ave 3 did nothing for PAP in Hougang, but led to the first successful opposition constituency succession in history with 2% added.
