串起歐洲中國 俄准建2000公里超級公路

俄羅斯總理麥維德夫已批准建造俄首條完全由私人投資的高速公路首期計畫,全長約二千公里,造價六千億盧布(約二千九百卅七億台幣),將從白俄羅斯邊界到哈薩克邊境,預計十二至十四年後完工,將成為連結中國西部與歐洲的幹道。
俄羅斯工業家和企業家聯盟主席曼凱維奇向俄羅斯衛星通訊社表示,俄國首條私人投資的「子午線」高速公路將使中國至歐洲的貨運周期縮短至十到十一天。目前從中國通過蘇伊士運河走海路到西歐的運輸需要大概要四十五天。
曼凱維奇表示:「該項目應該能夠與一帶一路倡議結合,並將中國的公路網絡與俄羅斯相連接。」
曼凱維奇還表示:「第二個重要方面是發展貿易,目前俄羅斯與新疆維吾爾自治區的貿易額約為廿億美元,開通路線後三至五年內可望達到七十至八十億美元。」
智庫「俄中分析中心」主任沙納科耶夫指出,高速公路在振興經濟和就業方面確實有潛力,但是主其事者是否有足夠的財源和行政資源,「我目前看不出來」。
「歐洲-中國西部」國際交通走廊俄羅斯段目前有兩條處於設計階段的公路,「子午線」高速公路完全由私人投資,另一條公路由國家參與出資、俄羅斯國有公路公司Avtodor負責興建。

Russian Prime Minister M. Medvev has approved the construction of Russia’s first highway-wide project, which is fully privately invested, with a total length of about 2,000 kilometers and a cost of 600 billion rubles (about 291 million Taiwan dollars) from Belarus. The border to the Kazakh border is expected to be completed 12 to 14 years later and will be a gateway to western China and Europe.
The Russian Federation of Industrialists and Entrepreneurs, Mankiewic, told the Russian satellite news agency that Russia’s first privately-owned “Mercury” highway will shorten the cargo cycle from China to Europe to ten to eleven days. It takes about forty-five days for China to travel from China through the Suez Canal to Western Europe.
Mankevic said: "The project should be able to integrate with the Belt and Road Initiative and connect China's road network with Russia."
Mankevic also said: "The second important aspect is the development of trade. At present, the trade volume between Russia and the Xinjiang Uygur Autonomous Region is about 100 million U.S. dollars. It is expected to reach 70 to 8 billion U.S. dollars within three to five years after the opening of the route. ."
Shanakovyev, director of the "Russian-Chinese Analysis Center" of the think tank, pointed out that the expressway does have potential in revitalizing the economy and employment, but whether the main person has sufficient financial resources and administrative resources, "I can't see it now."
The Russian section of the "Europe-Western China" International Transport Corridor currently has two roads in the design stage. The "Meidian" expressway is entirely privately invested, and the other road is funded by the state and is built by the Russian state-owned highway company Avtodor.
