PUB's misformation to public on floods - can CEO please come in explain?

... going purely by the Google Earth pictures and the measurements made and the fact that the St Regis Residences did indeed suffer a flooding of its basement car park, it is evident enough that Cascaden Road IS NOT situated on a “higher plane” as claimed by the PUB. If fact, it is quite the opposite.

The question is, why this misinformation by the PUB?

I looked at a 1987 topographical map produced by the Survey Department of Singapore which shows that most of Orchard Rd is of the same elevation as the site of St Regis and Tanglin Mall (10m above mean sea level). What is notable though is that both Tanglin Mall and the St Regis plot are really on the lower slope of Nassim Hill (summit 20m). This means that rainfall on Nassim Hill will run off towards these two developments.

PUB's excuse for the flooding on 5 Jun 11 is that the rain was so spectacularly heavy that the previously adequate drainage could not channel the water into Orchard Canal fast enough and that led to the flood. In order for this scenario to hold water (so to speak) they must show that Orchard Canal did not flood, or was not so full as to impede the flow of water towards Orchard Road. This must therefore be convincingly demonstrated by PUB if they want to persuade us to their point of view.

On the other hand, if Orchard Canal had been full and/or back-flowed, then the cause of the flooding would have been something further downstream.
