deep cover double agents are not qualified for self promotion. the "handler" appeals to higher ups for any raise or a more shitty mission. if a handler gets old and kicks the bucket, all contacts with mr. deep may be lost. he may become rogue after years of no orders, no instruction, no mission and no pay. his last mission which is out of date may still be his active mission, if he is a sworn nut case.
