I'm sure M1 will require you to present your IC before they will sell you a prepaid MasterCard. With your identity recorded, it defeats the purpose of getting one. In SGP, every transaction that is open to potential political abuse needs some form of identification.

The best way is to ask a friend or relative living in USA, Canada, UK, EU or Australia to mail you a prepaid gift card. They are available over the counter with no ID required.
