台灣太陽能電池製造商龍頭茂迪,17日公告將裁員台灣桃園廠300人,加上日前傳出停工的昆山廠、關閉的台南長晶廠,可以說是壞消息接二連三。
面對中國政府「61新政」取消太陽能補貼,茂迪在法說會上承認政策影響巨大,茂迪於今年第一、二季分別淨虧損10.69億、20.74億台幣,在業績不振、虧損加劇的狀況下,上月茂迪董事長張秉衡也宣布請辭,由茂迪董事、也是創辦人之一的曾永輝回鍋接任。
在過去太陽能產業興盛時,茂迪股價在2006年曾經達到985元,2007年曾躋身全球第6大太陽能電池廠,但今天茂迪的股價只剩下9.63元,股價連當年零頭都不到,而茂迪的兩大股東台積電、聯電也都紛紛認賠殺出,出清茂迪股份。財信傳媒董事長謝金河則在張秉衡辭職時發文表示,太陽能產業已經成為「最慘的慘業」,而張秉衡下台,意味著他對這個產業的絕望。
61新政影響巨大
面對中國大面積的太陽能發電需求,茂迪也在2006年成立昆山工廠,並在2015年與聯景公司完成合併,在當時為台灣及全球第一大專業太陽能電池製造商。根據茂迪2017年報,太陽能電池、太陽能模組分別佔據其89.24%、9.6%營收。據茂迪2017年報,其產品近六成(58.35%)銷往中國市場,銷售金額為130億台幣,除了以前面臨的是中國業者的削價競爭、政府補貼,61新政對茂迪更是有著巨大的打擊。

美、印分別徵稅

美國自2014年第二次雙反將台灣的太陽能電池納入反傾銷稅率對象後,在川普上台今年一月更是宣布對電池與模組均採取4年防衛性關稅,稅率逐年依序為30%、25%、20%及15%。據經濟部國貿局資料,台灣太陽能電池產能達12GW為全球第二大供應國,2016年美國統計顯示台灣太陽能電池占美國總進口量為 45.70%。
而7月底,印度政府也宣布將向海外太陽能電池業者課徵為期2年的防衛稅,第1年25%、第2年上半年20%、第2年下半年15%,中國、馬來西亞因為發展中國家則未被課稅,但台灣並未獲得排除適用。
據經濟部國貿局資料,2017年印度自台灣進口太陽能相關產品共9千2百萬美金,佔印度進口市占率2.23%,排名第3。同年印度最大進口來源為中國,市占率為88.2%;馬來西亞排名第2,市占率為5.89%。
歐盟是下一個戰場
根據總部設於台北的太陽能顧問公司PV InfoLink,今年上半年全球太陽能電池片工廠出貨排名依序為通威、愛旭、茂迪、展宇、平煤,茂迪排名僅剩第三,PV InfoLink就分析台灣電池片的成本劣勢(價格較高)已逐漸顯現,上半年整體常規多晶電池片開工率不高,故上半年茂迪是前五名中唯一的台灣廠商。
但PV InfoLink也表示在結算2018全年出貨時,預期新日光、昱晶、昇陽光電三間台灣太陽能電池廠商的整併,有助於將新公司躋身為前五名的電池片出貨商。
而隨著歐盟5年前對中國太陽能產品實施最低價格限制(MIP)於9月3日解除,以往台灣太陽能電池有不受MIP限制的優勢也會漸漸消失,根據PV InfoLink統計,直接及間接輸往歐洲的太陽能電池需求約佔據台灣三成的訂單量,MIP一解除將使得歐洲市場的訂單一定量轉往中國,使得電池片價格下跌,EnergyTrend就認為MIP的結束,會導致台灣廠商與中國廠商在歐洲面臨正面競爭的局面
