The ammo cost for this exercise is fucking expensive, so the CO must train the whole unit during this drill. If each section or platoon must fire one live missile like this, the tax payers too Siong to afford you know.

There was another report about their missile firing drill, not this model & not this unit. But a medium range surface to surface. The reporter was arranged to follow the unit's star soldier missile firing count down officer during a live fire drill. In the last min before firing the top commander swap the best team with one of their spare teams, to make their best team the spare. The reporter also Tu-Lan, because their whole reporting and write-up efforts and interviews and photos were all on the star soldier who ended up with no chance to press the actual missile in the drill. Spoiled their whole story.

This is how PLA works, they have too much man power, 1 actual team and 2 spares to do this sort of things. All trained to their best repeatedly, but in the very end, only 1 team will carry the actual duty.
