This is what is considered a constructive and responsible proposal for a population white paper.
Everything inside the proposal must be self-contained, workable and survivable, properly test it and test
again before rolling out. Not do something in a haste to meet lofty GDP numbers, then make policy flip flop and call it policy shift, and left many aboriginal inhabitants grasping for air, water and food and coming down with strange bacterium attacking their nervous system and making them become zombies and parasites.
