It is so damn obvious that the influx of foreigners was not to benefit Singaporeans as a whole. It benefited crony businesses that benefit from the cheap labor, developers who benefited by being able to pump and dump their properties at inflated prices (take note during that period minister mah relaxed the enbloc laws to facilitate developers' profits). The government is the last and not the least to benefit because of the higher tax collections from company , income taxes, gst, Coe, erp etc. Not to forget minister bonuses and probably their elite admin scholars pegged their bonus to the inflated GDP. It's those FTAs signed with various countries. It's not just about trading good and services or reducing tariffs. It's also about the importing of labour.

My guess is that the PAP govt signed those FTAs so it can acquire a cheap and abundant pool of labour (very 'pro-business', but we know that already), making companies very happy. Look at George Quek.

In exchange, those various countries would grant various favours to the GLCs (e.g. Capitaland could develop some properties in China, SIA could collaborate with Tata Group to set up a new airline in India).

Lee Hsien Loong may be prone to faux pas, but I think he meant what he said and said what he meant when he declared that "Singapore belongs to everyone". In other words, it is business as usual in SG Inc, with the almighty Lightning Clan in charge.
