Since he is so short of talents, he can always loan CSM from WP and create a new ministerial post, Minister Without PAP Affiliation alonside Minister Without Porfolio and put him incharge of the most problematic ministry - Transport.

LKY introduced high salary to lure talents into PAP using public funds is questionable but the masses failed to realise it.
He will be the first to oppose the if he 's still alive, when opposition rules.
