India records the highest cases of inconsistencies in the background of the job – seekers:
The Background Discrepancy Survey by First Advantage has given India the notorious label of being the centriole of the highest number of cases of employment related inconsistencies. The survey had been carried out globally, and the data had been collected from the employment log of various industries. While an alarming rate of 50% of male job aspirants forging their previous job experience certificates have been exposed, the statistics of 2013 indicates cases of dissonance in the various employment sectors to be 71.5%. 50% of the job seekers with fake credentials pertain to the BFSI segment, with 18% in the IT sector. In the mid – level companies, background checks are usually perfunctory, only the top corporate go for a serious screening of the credentials of the candidate. Educational authorities in Maharashtra, Kerala and several other states, have stumbled upon cases of even professors working for various reputed educational institutes, to be holders of fake credentials. And why should it not be? As per a rough estimate, there are about 2500 fake universities and 7500 fake companies existing in India!

The high rate of unemployment in our country and the exorbitant costs of higher education further fuel the educational fraud rackets, selling forged certificates to the students and job seekers, with the right low on morals and the necessary criminal streak to avail a shortcut to success. It has been found that, not only bogus universities, but also reputed institutes are involved in the forged certificates racket. A decent MBA degree from a reputed institute will cost you a minimum of Rs 7 to 8 lakhs and three years. What, if you get the same degree for one tenth of that amount and in 15 days? Yes, there are many takers, who usually go out of the state they belong to, and apply for jobs in different states, where the chances of getting exposed are even slimmer. While Uttar Pradesh tops the list of bogus universities, Karnataka records the highest number of employment background inconsistency cases. The case of fake companies will be dealt in another article. This article exclusively focuses on the educational fraud rackets. Discussed below are some cases of the fake certificate rackets that had been cracked by the legal authorities.

Cases of fake educational credentials in Maharashtra:
26 universities across the country have been declared fake, and the MPhil and PhD degrees accredited by these universities have been designated worthless, by the Dr. Babasahib Ambedkar Marathawada University (BAMU), which includes, Jagdishprasad Jhabarmal Tibrewala University in Rajasthan, Chandra Mohan Jha University (CMJ) in Shillong and the Algappa University in Tamilnadu. The issue was brought under light when three BAMU professors were found to be in possession of degrees accredited by the fake CMJ University. The Maharashtra Government had issued a notice in June 2013 to all universities, to nullify the appointment and other privileges, being enjoyed by professors, who had acquired such positions, on the basis of degrees acquired from the dubious CMJ University. The ensuing investigation revealed 29 other cases of employment, on the basis of fake certificates, in universities of Solapur, Nanded, Gadchiroli and Nagpur. BAMU was envisaged in December 2012, following the instructions of the central directorate of higher education. BAMU adheres to the guidelines provide by the University Grants Commission (UGC). So far BAMU had examined 65 universities, of which 21 were found to be counterfeit, and the Phd and MPhil degrees allocated by five universities under scrutiny were found to be invalid. BAMU is implementing further screening procedures to identify professors employed by various universities with fake credentials!
Cases of fake educational credentials in Vishakhapatnam:
In Vishakhapatnam, the police had arrested four individuals in connection with the fake certificates of a number of universities including secondary education boards of Uttar Pradesh and Madhya Pradesh. Among the articles confiscated were two laptops, 300 fake certificates, rubber stamps and other associated materials. According to the statement issued by the police, the alleged culprits used to access the websites of different universities using Internet.
They downloaded copies of original as well as provisional certificates of different institutes, which were later scanned to forge the signatures of the signatory authorities of the said institutions. The racket was selling each counterfeit certificate at a price of Rs 12,000 to 30, 000, depending on the degree and the demand of the course. The racket had sold nearly 118 such fake certificates, which include certificates for SSC, graduation, post graduation, MSc, MCA, MTech and MBA streams of various reputed institutes. Of the four alleged involved in this counterfeit racket, one is still absconding. The arrested racketeers had also swindled a number of unemployed individuals and students with promises of jobs, in the private sector and overseas.

Cases of fake educational credentials in Kerala:
In yet another instance of fake certificates, the University of Kerala had unraveled over six cases of bogus certificate holders and over 12 cases of fake graduation certificate holders in just a months’ time in Thiruvananthapuram. However, the rackets, forging such fake certificates and the holders of bogus credentials still remains unidentified. As per the statements of the University pro – vice –chancellor, N Veeramanikandan, “I’ve just completed a month in my post. During this brief period I’ve come across at least six or seven cases of fake certificates. Most enquiries for certificate verification come from the agencies and companies outside the state. In some cases, even the fake signature of VCs doesn’t match with the original term in the office. We have not been able to take any stern actions as the chances of identifying fake certificate rackets and those who obtain the same are remote”.
Controller of Examinations, K Madhukumar commented that, though the University has come across a considerable number of fake credential cases, the authorities are not at liberty to seek police assistance. While citing the example of a recent discovery of 15 such fakes, amongst certificates that had been submitted for verification, he further confirmed, “Whenever the university confirms that a certificate it received for verification is fake, we inform the applicant about the same. We also request them to pass the original address of the certificate holder so that we can initiate action. However, no agencies or companies have so far heeded to our request. We cannot approach the police without the real name or address of the fake certificate holder. We will have to find other options”.

Cases of fake educational credentials in Lucknow:
In another scam of a similar nature, nine officials of the Lucknow University were alleged of selling bogus certificates to a number of students, of which 18 individuals were successful in acquiring an admission in the Basic Training Certificate (BTC) Institute of the district, on the basis of the said bogus credentials. The authentication process of the documents brought the scam under focus. An investigation into the matter by the CB – CID revealed, not only the Lucknow University officials, but the alleged involvement of three Agra University officials in the scam, as well. The felonious students accused with the case of cheating had surrendered before the court, while a local court in Muzaffarnagar had issued non – bailable warrants against the nine alleged officials of the Lucknow University, when they failed to put up an appearance in the court, on the date of hearing of the counterfeit credential case. UGC has declared 21 universities across the country as bogus universities in the country.

Dubai: India’s newly-appointed minister of Human Resource Development (HRD) has come under the scanner after it was reported that he had two degrees from an international university not recognised or registered.
Ramesh Pokhriyal was sworn in as the HRD minister in the second Modi government and soon a news report shed light on his two doctorate degrees that were received from a university in Sri Lanka.
According to a news report by Indian news website India Today, in the 90s, the Open International University (OIU) of Colombo conferred two doctorates to him for his contribution in literature and in the field of science. However, according to the report, OIU is neither registered as a foreign university nor as a domestic university in Sri Lanka, the university grants commission of Sri Lanka confirmed.
On social media, users found it surprising that the man in charge of promoting the level of education in the country had questionable credentials. Others also spoke about two dates of birth that conflicted in Pokhriyals’ records.

Pokhriyal, however, issued a statement on the date of birth controversy, clarifying that the difference was because of the dates being different according to the Hindy horoscope.
“This is generally the case with almost with everyone who has a Hindu horoscope where the date of birth is based on Hindu calendar. I have never bothered about it as I have never taken any undue or wrongful benefit of these different dates of birth,” he told India Today.

Tweeps, however, were disappointed that Pokhriyal was the second education minister with allegedly fake degrees, after Smriti Irani served as the HRD minister from 2014 to 2016. Irani’s official applications show conflicting information about her educational qualifications and she claims to have a degree from Yale University.

A case was lodged with the Gomtipur Police Station after it was revealed that Congress leader Kishan Singh Tomar’s daughter had submitted a forged certificate of Lucknow University to get a teacher’s job in the Seth CL Hindi medium high school.

According to police officials, in the year 2013, using the fake degree, Madhuri Tomar had joined the school in which her father Kishan Singh Tomar was also a trustee. The verification of the certificate at the time was done by Madhuri’s husband Vijay Pratap Singh and she was recruited as a teacher.

Five years later, she applied to get a permanent teacher’s post at the school and her documents were sent to Gandhinagar for verification. It was revealed that no such certificate was issued to Madhuri and that the document was a fake. Six months after the incident, a complaint was lodged.

US fake university: India anger after students arrested

India has made a diplomatic protest to the US after 129 Indian students were arrested for enrolling in a fake university.

The University of Farmington, advertised as based in Michigan state, was run by undercover agents from the Department of Homeland Security to expose "pay-to-stay" immigration fraud.

Prosecutors say those who enrolled knew that the facility would be illegal.

However, Indian officials say the students may have been duped.

On Saturday, the Indian Ministry of External Affairs (MEA) issued the protest to the US embassy in Delhi, expressing concern over the arrests and demanding consular access to those detained.

"Our concern over the dignity and wellbeing of the detained students and the need for immediate consular access for Indian officials to the detainees was reiterated," the ministry said.

Senior Congress leader Anand Sharma has again stoked the controversy over Prime Minister Narendra Modi's educational qualification.

On Tuesday (January 29), PM Modi interacted with 2,000 students, parents and teachers in the second edition of "Pariksha Par Charcha 2.0" in Delhi.

While responding to PM Modi's speech, Sharma said, "There are serious questions over the authenticity of PM Modi's degree and he is trying to teach the students."

"The universities ignore RTI queries. Students should not listen to him as he himself has not passed," Sharma said.

Apart from attacking Modi, Anand Sharma also raised several questions on Pandit Deendayal Upadhyaya, founder-leader of Bharatiya Jana Sangh (forerunner of BJP).

"Who was Deendayal Upadhyaya? Why do the BJP government observe his anniversary? What was his contribution?" asked the Congress leader.

He stated that the birth or death anniversary of Indira Gandhi and Jawaharlal Nehru were never observed by the Modi-led BJP government.

Deen Dayal Upadhyaya was born on September 25 in 1916 in Mathura and was an RSS pracharak.

India's fake pilot scandal began unravelling when a female captain landed her packed airliner on the nose instead of the rear wheels as she touched down in the holiday hotspot of Goa.

Parminder Kaur Gulati, flying for the fastest-growing airline in the booming Indian sector, IndiGo, was investigated for the dangerous error in January and was found with falsified qualifications. She has since been fired and arrested.

The case set alarm bells ringing for passengers, anxious about the idea of a semi-trained fraud being responsible for their lives, and for airline bosses, who have been hiring crew at a furious pace in recent years.

It also cast a spotlight on a familiar problem in India, where corruption is widely seen as on the rise: most things, even qualifications for highly skilled jobs, can be bought at a price.

"It's as bad as doctors or surgeons who fake their certificates and put people's lives at risk," says Baijayant Panda, a member of parliament from the eastern state of Orissa.

"But it's not limited to aviation in India. In many fields, you have a lot of fakery going on," the politician, seen as part of a new breed of young Indian politicians, told a debate show on NDTV television last week.

Since the discovery of Gulati, at least five other pilots have been arrested working for low-cost flier SpiceJet, national flag carrier Air India and smaller regional airline MDLR.

India's directorate general of Civil Aviation (DGCA), which is responsible for pilot examinations and granting licences, has announced it will look into the credentials of 4,000 commercial airline pilots.

57 Fake Doctors Treated Patients for 4 Years in Maharashtra, Traced to Same College and Batch

Mumbai: In a shocking incident, the Maharashtra Medical Council has busted a clutch of 57 doctors who submitted fake Post Graduation degrees – all procured in the name of the same medical college – in order to get registration from the council.

The council has revoked the practicing license of all the doctors and an FIR was also filed in October 2018. Interestingly, all the doctors yielded degrees of the College of Physicians & Surgeons (CPS) in Mumbai and were from the same batch of 2014-15.

The police said a former student of CPS has been arrested in the case for extorting money from students and giving them fake college degrees in return.

Investigations revealed that the accused, Dr Snehal Nyati, took money to the tune of Rs 3-5 lakh from every student on the pretext of providing a medical certification from the college. He further assured the students of a degree even if they failed their exams, the police added.

Several of these students had been registered with the MMC, which allowed them to practice medicine in the state of Maharashtra, on the basis of these fake degrees.

The scam first came to light in 2016, when the CPS received a letter from a police station in Maharashtra's Jalgaon district, asking the college to verify a degree of a student. Cogwheels began to turn soon after, as the college in turn informed the police that the certificate concerned is fake and has not been issued by them.

The police then wrote to the MMC intimating them about the fake certificate and further directed the council to verify the degrees of all the students registered for the year. After an internal probe, it was revealed that 78 of the applications received for the year 2014 and 2015 were fake.

MMC in its defense said that all the certificates appeared to be original, which is why it went ahead and issued license to the doctors, adding that they did not have the “expertise†to investigate.

"From where the certificates have come that cannot be investigated by us. We don't have the expertise to investigate this. So we have asked the police to carry out necessary investigations and find out from where these students procured the certificates," it said.

On the other hand, CPS maintained that the certificates did not appear to be original and there is a lot of difference between the original and fake certificates.

Meanwhile, the accused doctor has alleged that he is becoming the victim of a larger conspiracy at play, which has been orchestrated by the top brass of the college itself.

A statement of Dr Nyati, recorded by the MMC, reads, “Dr Snehal Nyati stated that he has been unnecessarily framed in this alleged CPS degree scandal. He has been made a scapegoat by the CPS committee just to protect the chair and position of the current CPS President Dr Girish Mainderkar and his team members.â€

However, President of CPS, Dr Girish Mainderkar, has denied these allegations and said that it was the responsibility of the MMC to verify every certificate with the college before issuing licenses. "They have to cross check before they get students enrolled as a specialist doctor in the field. We don't know how these students got registered," he said.

While the CPS and the MMC are embroiled in a blame-game over the scam, the doctors who are now on the radar, are pointing fingers at both the institutions for ruining their careers.

All in all, till date 78 such doctors have been identified who submitted fake degree certificates to get themselves registered with the MMC and get license to practice. These doctors practiced for around three-four years before they were identified.
