TAIPEI - Taiwan's defence minister has resigned over the death of a corporal who was allegedly being abused in the military, it was reported Monday in a case that has sparked outrage across the island.

Kao Hua-chu will be succeeded by his deputy Andrew Yang, the state Central News Agency said, adding that the announcement will be made in a press conference to be chaired by Premier Jiang Yi-huah at 2:30 pm (0600 GMT).

The resignation, if confirmed, was apparently aimed at pacifying outrage over the death of corporal Hung Chung-chiu, who died of heatstroke apparently caused by being forced to exercise excessively.

He died on July 4, just three days before he was due to be discharged following completion of his compulsory year-long military service.

Allegations of abuse and misconduct have snowballed in local media, including claims that Hung's superiors refused to give him water during an exercise session despite his repeated requests.

Hung was reportedly at odds with his superiors for making complaints against them, with local media saying he had been placed in solitary confinement for taking a smartphone onto the army base.

Both President Ma Ying-jeou and Kao have apologised for the tragedy, vowing to thoroughly investigate the case and severely punish those responsible.

Currently four military officials have been detained by authorities on abuse charges in connection to the case, while punitive measures have been taken with regards to 26 others.

But the investigation has failed to appease public ire, with thousands of people demonstrating outside the defence ministry in Taipei earlier this month.

The problem with Taiwan is they keep changing and is from bad to worst!!! I have been watching Taiwan news for the pass 13 to 15 years from 李登辉 to 陈水扁 and now 马英九... the last 2 presidents had less than 25% support when come to the end of 8 years term...

Currently the country is run by a group of so call expert which can talk from 外太空 to 内子宫!!! If we follow their style, this country will be run by the former of Yahoo sg, sammyboy and maybe Temasek review...

Do you think the Singapore will be better running by this group of people???

An anonymous source said on July 26 that it is quite likely that Taiwan's president, Ma Ying-jeou, will let go of defense minister Kao Hua-chu and the head of the army Lee Hsiang-chou over of the death of Corporal Hung Chung-chiu, a conscript who was punished with detention and harsh physical exercise which pushed his body beyond endurance.

"The most important thing for now is to take care of this case" was the response from the Presidential Office when approached for confirmation of reports that Kao has offered his resignation and that Ma has decided to relieve Lee of his office.

The anonymous source, however, told our sister paper China Times that it is quite likely that Ma will approve Kao's resignation, while Lee will be transferred as a senior warfare adviser to the president after the case is settled.

China Times reported that deputy defense ministers Andrew Yang and Kao Guang-chi, former chief-of-the-general-staff Lin Chen-yi and former deputy defense minister Chao Shih-chang are the leading candidates to succeed Kao Hua-chu.

Protesters angry at Hung's death and the culture of bullying it has revealed in the country's armed forces are planning to organize a rally on Aug. 3. China Times reported that this may also be a posible date for the Presidential Office to announce Kao Hua-chu's resignation. Lee Hsiang-chou meanwhile had been seen as the top candidate for chief of the general staff, the top post in the country's armed forces, but the chances of this promotion now look non-existent.
