After a better look at the pics I realized that was only the empty casing or container of BM-30 rocket which it discard before dispensing submunition or other internal payloads. As seen in the above video there are many types of ammos from BM-30 system, many of them discard empty casing or shell after a certain stage of flight and payloads will be dispensed from the inside of this container to take care of business.

Even that empty container crashing into a house could be letheal as happened to the house in my 1st post.

Picture shows that was a damaged empty shell, which is not meant to expload the house. the internal payload must have blasted targets elsewhere already. This house was lucky not get the payload but the empty container only, otherwise the people there would had accounted as additional death toll of Putin's war already.
