For horse race the jockey sometimes push down the horse head for a tiny edge win. In fact if the horse is smart enough it can stick out its tongue and will still be taken into account.
Why 100m athletes are human but don't want to stick out their tongue ? Is looking poised more important than a win ?

Do not underestimate the tiny length of a tongue. Alot of wins were by less than mm.

In the photo finish rule, any parts of their body , except attire or maybe hair, is deemed valid.
If they can get aroused and neh pok elongated answer is yes.

PROPER CAMERA ALIGNMENT AND POSITIONING

The IAAF rule book states “The athletes shall be placed in the order in which any part of their bodies (i.e. torso, as distinguished from the head, neck, arms, legs, hands or feet) reached the vertical plane of the nearer edge of the finish line” (Rule 164, IAAF Rules 2006-2007). Cameras provided by companies such as: Finish Lynx, Seiko, Swatch, or Tissot take a one-pixel wide image of the finish line, typically between 500 and 1000 times per second.
