The Bataan Nuclear Power Plant (BNPP) is a nuclear power plant on the Bataan Peninsula, 100 kilometers (62 mi) west of Manila, Philippines. Completed but never fueled, it is located on a 3.57 km2 (1.38 sq mi) government reservation at Napot Point in Morong, Bataan. It was the Philippines' only attempt at building a nuclear power plant. It was mothballed due to safety concerns in the wake of the Chernobyl disaster in Ukraine in 1986[1][2][3][4] and issues regarding corruption.[5][6][7] The Letter of Instruction No. 957, s. 1979[8] was signed by the late President Ferdinand Marcos and was published on November 13, 1979, in which it states that the continuation of the construction was not possible due to potential hazards to the health and safety of the public; however, the Marcos administration eventually supported the project.

Philippines is the curious case of how a country can degeneration without good hands
 



Can see that Manila of 1930s have much much more high rise western buildings, motor cars, well dressed people than Singapore at the same time period!
 
Just proof that Asians need despotic rule. The best years of Pinoyland was under Marcos' martial law.

Even Taiwanese and south Korean's Four Little Dragon era were under strongman rule.

Temperature of manila currently at 22 deg C. I was told by somebody who lived there.
In 1930's i would assume US laws still prevail, so corporation would be comfortable doing business there.
From hong kong and taipei, manila is just two hour flight time away. It can be turned into the new hong kong if the philipinos play their cards right
A section of the city could be turned into a financial hub where english law prevails. Serving chinese financial interest.
