Laser Attacks Against U.S. Forces Spread to the Pacific

The laser strikes follow reported incidents in Djibouti by Chinese military personnel.

Laser attacks against U.S. forces have spread out of Africa into the Pacific. U.S. personnel operating in the East China Sea area have been the victim of blinding laser attacks similar to those that took place earlier this year in Djibouti. The attacks, conducted with nonlethal lasers were reportedly carried out by Chinese nationals.

Earlier this year the Pentagon issued a NOTAM, or “Notice to Airmen” warning U.S. pilots of “unauthorized laser activity” resulting in injury to an unspecified number of U.S. personnel in the skies over Djibouti. The lasers originated on or very near China’s first overseas military base, just 8.3 miles from the American base, and according to U.S. officials, Chinese nationals were involved. The U.S. issued a formal complaint to China, which denied the accusations.

Now the U.S. is reporting similar attacks in the East China Sea, where more than 20 incidents have reportedly taken place. According to Aviation Week & Space Technology, as the attacks are increasing they are also involving more laser frequency bands.

China has been accused of developing and marketing anti-eye lasers, weapons whose use in wartime would constitute a violation of international law. These weapons include the BBQ-905 Laser Dazzler Weapon, the WJG-2002 Laser Gun, the PY132A Blinding Laser Weapon, and the PY131A Blinding Laser Weapon.

The U.S. Indo-Pacific Command confirmed to AvWeek that the laser strikes are taking place both from shore and fishing vessels. It’s not clear where the shore attacks are taking place, but China trains and offers subsidies to fishing boat crews to act as what observers call China’s “maritime militia." Fleets of fishing boats often sail into territory claimed by China as a precursor to China’s claiming the region for itself, to hassle other fishermen and local coast guards, and to act as the eyes and ears of the Chinese military.

Pointing lasers at low-flying American planes would fall in line with the maritime militia’s duties, allowing the Chinese government to demonstrate that U.S. forces aren't welcome in an area without using official Chinese military or coast guard forces.

The increasing sophistication of these lasers implies Chinese state support for the laser attacks. There’s also the question as to how simple fishing boat crews can tell U.S. military planes from civilian planes without direction from someone with access to radar.

In response, AvWeek says, the armed forces are ramping up procurement of anti-laser protective eyewear. That’s a little complicated considering aviators wear all kinds of helmets, headsets, weapons cueing devices and chemical weapons protective gear. Anti-laser eyewear is also expensive, costing between $500 and $2,500 each.

It’s not clear what other kinds of pushback the US will direct against China. The U.S. recently de-invited China from this summer’s RIMPAC naval wargames. That was linked to China’s expansion of fake islands in the South China Sea, but the laser incidents may have had something to do with it. The idea that Chinese forces could intentionally wound American aircrews and then participate in the American-led exercise is a tough sell.

China has been puffing out its chest a lot this week to show that it's the tough guy in its region. It unveiled new missiles that could target American bases. It marched its soldiers and weapons in a big parade. Its naval vessels just happened to make a close pass to Alaska while President Obama was visiting there.

But if all that was too subtle, now there's this:





The video, released last week, looks like a Call of Duty video game on steroids. It shows China attacking and devastating what are clearly American planes and bases, including what Foxtrot Alpha says is "an American base that looks suspiciously like the one on the Japanese island of Okinawa."

The Council on Foreign Relations says:

Set ambiguously in the year "20XX" after maritime tensions have led to an attack on a Chinese airbase, the aggressive tone and intense narrative of the hypothetical conflict are well worth paying attention to. China announces its intention to "comprehensively fight back," using the full strength of the Chinese military to promote "peace through war."

The entire six-minute clip, which is called "Battle to Capture an Island: a Full View of Chinese Military Strength," is bombastic, and very clearly directed toward the USA. China's digital arms destroy F-22 Raptors, a plane that only the U.S. flies. It destroys a ship that looks like a Nimitz-class aircraft carrier. In the end, China successfully launches an amphibious attack that takes over an island.

The question is, who made this crazy thing? CFR says it originated from the People's Liberation Army (China's military), but Foxtrot Alpha says that the tech company Tencent could have created the video game-like clip. We only know for sure that it's out of control.

The U.S. government has now publicly accused Chinese personnel of dangerous laser activity near the American base at Camp Lemonnier in Djibouti, which it says has physically harmed the pilot and co-pilot of a U.S. Air Force C-130 Hercules. Though it may only be a nuisance now, it could represent a desire on the part of China's forces to challenge the United States' ability to freely operate in and around the vital region hub.

On May 3, 2018, Dana White, the Pentagon’s chief spokesperson, said lasers from China's base in the East African country had harassed American aviators on between two and 10 occasions, resulting in two, unspecified minor injuries to the C-130 crew. She also indicated that there had been an increase in these activities recently, prompting American officials to make a formal complaint. The issue had prompted the U.S. military to issue a formal warning to its own aircrews in April 2018, which did not specifically name who was responsible.

“I’d have to ask you [to] ask the Chinese about the motivation," White said. "But it’s serious, we take it seriously, and that’s why we demarched them.”

In 2017, China officially began operations at its own base in Djibouti, which it describes as a logistics hub, but hosts a large marine contingent with armored vehicles and other heavy weapons. The Chinese government first announced plans to build the facilities, which are situated less than a mile from their American counterparts in the country, in 2015.

The video below shows Chinese troops stationed at its base in Djibouti conducting live-fire exercises in the country.

The U.S. military has been running operations from Camp Lemonnier since 2003 and it is the only formal base the United States says it has in Africa. It has since served as an important hub for air operations into Somalia and Yemen, as well as vital stop-over point for American forces transiting through the area.

It appears the Pentagon is, at least for the time being, leaving the possibility open that individual Chinese personnel might have been acting independently in Djibouti and that the laser harassment is not a matter of actual policy. However, U.S. Air Force Major Sheryll Klinkel, a Pentagon spokesperson, separately told reporters that the device used to attack the crew of the C-130 was clearly "military grade."

Both China and the United States have consented to the Protocol on Blinding Laser Weapons, a 1995 addition to the 1980 Convention on Certain Conventional Weapons, which bans the use of lasers with a specific “combat function” to cause “permanent blindness.” At the same time, both countries have made it clear that they do not believe that ostensibly "non-lethal," lower-power laser “dazzlers” do not violate this agreement as the impairment is not "permanent."

The video below shows U.S. Marines in Iraq in 2008 training to use a green-light laser "dazzler" to help stop suspicious vehicles.

The treaty specifically exempts laser-based defensive systems that blind the seeker heads on incoming missiles or disrupt other sensors systems. "Blinding as an incidental or collateral effect of the legitimate military employment of laser systems, including laser systems used against optical equipment, is not covered by the prohibition of this Protocol,” it adds.

As of 2015, Chinese forces had access to at least four different man-portable systems, the BBQ-905, PY131A, PY132A, and the WJG-2002, all of which look like oversized assault rifles or shoulder-fired grenade launchers. The WJG-2002's shape clearly mimics the People's Liberation Army's (PLA) standard QBZ-95 assault rifle, undoubtedly to help conceal the weapon's presence on the battlefield.

"China has been updating its home-made blinding laser weapons in recent years to meet the needs of different combat operations," a report from China Military Online, an official PLA outlet said in 2015, according to an English translation. "Blinding laser weapons are primarily used to blind its targets with laser in short distance, or interfere and damage the laser and night vision equipment, etc."

The exact range and capabilities of these weapons are unclear. But whether the effects are permanent or not, even temporary blindness can be a serious hazard for aviators. Pranksters have caused significant disruptions in the past around commercial airports using readily available laser pointers, which have in turn led to serious criminal charges.

"When aimed at an aircraft from the ground, the powerful beam of light from a handheld laser can travel more than a mile," the FBI told The Washington Free Beacon in 2015. It can "illuminate a cockpit, disorienting and temporarily blinding pilots."

In April 2018, a U.S. Marine Corps AV-8B Harrier jump jet crashed during an exercise in Djibouti, with the pilot being able to safely eject. One of the Marines CH-53E Super Stallion helicopters also suffered damage in a hard landing. There is nothing to suggest, at present, that either of these incidents were related to the hostile laser activity, though.

There is the possibility that the incidents are unintentional. Earlier in May 2018, the qausi-official Hong Kong-based South China Morning Post reported on the laser issue, but suggested that harassment could have been the result of unrelated attempts by Chinese personnel to scare away birds. Bird strikes are a serious hazard for both military and civil aviation, but shotguns and other traditional firearms firing extremely loud blanks have historically been the weapon of choice to disperse the avian threats.

The same report also said it was equally likely that the harassment was intended to blind sensors and prevent them from spying on the Chinese base. Not knowing the full extent of the reported injuries or the exact nature of the various incidents, its hard to judge whether or not the crews of the American aircraft were the actual targets.

But there have long been concerns about whether the proximity of the two sites, and the lack of any formal communication between them, could create problems. It was apparent from the beginning that both sides could use the opportunity to try and gather intelligence about the other.

“We’ve never had a base of, let’s just say a peer competitor, as close as this one happens to be, so there’s a lot of learning going on, a lot of growing going on,” U.S. Marine Corps General Thomas Waldhauser, head of U.S. Africa Command, which oversees operations in Djibouti, told Breaking Defense in March 2017. “Yes, there are some very significant operational security concerns.”

We don't know whether or not an intelligence collection or other confrontations have now escalated into a more aggressive exchange between the two parties. However, China clearly sees its presence in Djibouti as an important development in expanding its own ability to project power internationally and it almost certainly sees it as part of a broader challenge to United States interests and influence.

On top of that, China has a long history of challenging the U.S. military's freedom of movement closer to home, especially in the South China Sea. Despite an agreement President Barack Obama's administration struck with Chinese authorities in 2015, the PLA continues to aggressively intercept American aircraft throughout the Pacific in areas China claims as its sovereign territory. The Chinese government has also made a concerted effort to expand its more robust area denial capabilities, particularly in and around the South China Sea, reportedly launching electronic warfare attacks on American aircraft from its man-made outposts in the region and establishing advanced sensor nets, including underwater listening posts, to monitor foreign military activities.

“U.S. Africa Command views security and access to Djibouti as a top priority," Waldhauser told members of Congress in March 2018. "Consequently, we continue to monitor this [Chinese] development to ensure U.S. interests are not deterred.”

It seems that that Chinese may be exploring doing just that with its lasers and overall, it would seem to be in line with China's other increasingly assertive foreign policy decisions. At the same time, unlike their expanding presence in places such as the South China Sea, the blinding lasers run a far greater risk of causing a serious injury, or even a fatality, if they cause a plane or helicopter to crash.

It remains to be seen how the Chinese will respond now that the U.S. government has formally censured them and whether they will continue with the laser harassment or seek new ways to challenge the United States in Djibouti and elsewhere.

(CNN)Chinese personnel at the country's first overseas military base in Djibouti have been using lasers to interfere with US military aircraft at a nearby American base, activity that has resulted in injuries to US pilots and prompted the US to launch a formal diplomatic protest with Beijing, two military officials told CNN.

The US issued a notice to airmen "to exercise caution when flying in certain areas in Djibouti," which "was issued due to lasers being directed at US aircraft on a small number of separate occasions over the last few weeks," according to the notice obtained by CNN.
"During one incident, there were two minor eye injuries of aircrew flying in a C-130 that resulted from exposure to military-grade laser beams, which were reported to have originated from the nearby Chinese base," the notice said.

US military resumes air operations in Djibouti

Two US military officials told CNN that the issue was of major concern as such activity can cause major accidents.
Military-grade laser beams, occasionally known as "dazzlers," omit a powerful beam of light that can travel great distances and be used to illuminate aircraft cockpits, temporarily blinding pilots.
The officials said that the State Department had lodged a formal diplomatic protest with Beijing in an effort to get China to stop the activity.
Chief Pentagon spokeswoman Dana White confirmed the incidents later on Thursday, saying the United States has "formally demarched" the Chinese government over the incidents and has "requested" that the Chinese launch their own investigation of the situation.
"This activity poses a true threat to our airmen," White said, later saying that the incidents had grown increasingly serious over the last few weeks.
A US defense official told CNN that the US military also believes the Chinese use similar lasers to interfere with US aircraft in the South China Sea.
A 2015 report in the official Chinese military newspaper the PLA Daily noted that "China has been updating its home-made blinding laser weapons in recent years to meet the needs of different combat operations."
According to the report, Chinese forces have access to at least four different types of portable blinding laser weapons, all of which look like oversized modified assault rifles.
Both China and the US are signatories to the Protocol on Blinding Laser Weapons, which prohibits the use of blinding laser weapons as a means or method of warfare.
Competing military bases
Last month the US military was forced to briefly halt air operations in the East African nation of Djibouti, a critical location in the fight against terrorism, following a series of accidents involving aircraft. The halting of air operations was done at the request of Djiboutian government.
Chinese Foreign Ministry spokeswoman Hua Chunying said in her daily briefing Friday the US had been told their accusations were "totally inconsistent with facts." "You can remind people in the US they should pay attention to facts and not make groundless accusations," she said.
On Thursday, Chinese state media had strongly refuted the original claims by US defense officials, accusing them of "cooking up phony laser stories."
Quoting Chinese military experts, state media tabloid Global Times said Beijing's Djibouti base was "small and serves as logistical support."
"The US should treat the base with a fair attitude and stop making up rumors about it," the expert was quoted as saying.

'Weaponizing capital': US worries over China's expanding role in Africa

There are about 4,000 US personnel in Djibouti, based at Camp Lemonnier. The US military places a lot of importance on its ability to base forces in Djibouti given its critically strategic location near countries like Somalia and Yemen, where the US regularly targets terrorists in airstrikes.
But US officials have recently expressed concern about the growing influence of China in Djibouti, noting its establishment of its first military base there and its close economic links with the country.
Djibouti relies heavily on investment capital from the Chinese government and the two have close diplomatic ties.
In late February, US lawmakers raised concerns Djibouti was planning to hand over control of a major commercial port to China, after the local government seized the port and canceled the previous operator's contract.
The port, located beside the Chinese military base, is the primary access point for American, French, Italian and Japanese bases in Djibouti.
Gen. Thomas Waldhauser, who oversees US Africa Command, acknowledged both challenges during an appearance before Congress in March.
"We are taking significant steps on the counterintelligence side so that we have all the defenses that we need there, there is no doubt about that," said Waldhauser, referring to the proximity of the new Chinese base.
