The difference between Meiji Japan and present day Peasantpore is interesting. Both imported foreign expertise but with a twist.

Meiji Japan has the expectation that the local japs will eventually take over from the western advisers and consultants to produce world beaters.

As for the Peasantpore, the concept is to let the anglo Saxon lord over silly peasants and use them as cheap poster boys to lure other anglo saxons as shortcut. Meiji Japan eventually sent many western advisers home and realised the goals of global dominance in many industries. Whereas Peasantpore is still parachuting numerous expensive anglo saxons to kickstart many initiatives that ended up in smokes when the anglo saxons get frustrated, packed up and leave. For a few successes, one will still note that the foreign bosses are running the show.
