Three: The top echelon of Administrative Officers need to take a very very very good hard look at themselves and fundamentally question their existing paradigms and dogmas of policy making. Please stop the temptation of self-rationalizing and ego-boosting by selective reading articles and listening to people about how lousy other governments in the world are and how we are so good. A good place to start would be to fundamentally question the “good-ness” of “free” markets. We have not paid enough attention to market failures, regulation and standards.

Four: The MA/AO system needs reform. You smart people must surely know what is wrong with it. It is so obvious. Deal with it. Otherwise, the Singaporean masses will have to pay for your mistakes...
