$12m in troubled products
TWO town councils - Holland-Bukit Panjang and Pasir Ris-Punggol - have about $12 million invested in troubled structured products.
These products include Lehman Minibonds and Merrill Lynch Jubilee Series 3.
Senior Minister of State (National Development and Education) Grace Fu gave this update in Parliament on Monday, in response to a question from Nominated MP Eunice Olsen.
Since Dec 1 last year, the amount that town councils can invest in non-government stocks, funds or securities has been capped at 35 per cent of the sinking fund.
Holland-Bukit Panjang invested about 6.7 per cent of its total funds available for investment in the structured products, and Pasir Ris-Punggol, about 2.6 per cent.
The sinking funds are used to pay for long-term or cyclical expenditure, such as replacing lifts, pumps and pipes, re-roofing, and repairing and redecorating blocks.
The funds are also used to pay for lift upgrading, so that residents pay a smaller percentage of the total lift upgrading cost.
The sinking fund is distinct from the operating fund, which is used for short term expenditures.
Ms Fu said town councils need to invest their funds prudently so that the accumulated funds are not eroded by inflation.
The investment guidelines - which her ministry has no plans to change - seek to achieve an optimal balance between reasonable returns and financial prudence, she added.
She noted that investments in stocks, funds or securities must be on the advice of a qualified person, such as an investment adviser holding a licence under the Securities and Futures Act, and an approved bank or a merchant bank approved as a financial institution under the Monetary Authority of Singapore Act.
The 16 town councils manage more than $1 billion in sinking funds.

What now ??? First we hear all the millions $$$ lost by GIC in their sovereign wealth investments overseas in Citi, UBS, Barclays, Merrill Lynch. Today, we hear of $ 12mn lost by our Town Councils investments. What next ???? Are Singapore reserves going fart ?????

Next few days we will hear all the great stories about how these Town councils have achieved in their past investments (and financial returns ) and all the flowery excuses for their failure....but one thing can be certain.....heads will roll , but, if the past is used as a precedent, then we can also expect some lower management staff in the Town Councils to take the blame and be axed for this investment fiasco...However, Mayors, MPS and all PAP boot-lickers in the Town councils will be spared.

If TC has so much reserve in the bank, that means they have been overcharging us for so many years. Is TC suppose to be double as a financial investment fund or just a service provider for residence? Why no one question about the corrupted practice of these TC's fat bank reserves? :confused:

New rule to safeguard council funds

TOWN councils tempted to play the stock market to increase the returns on their sinking funds will now have to meet a new rule that caps how much they can put into higher-risk investments.

Councils, which have had some leeway when investing their cash, must limit their investments in non-government stocks, funds or securities to 35 per cent of the sinking fund.

This new rule, which kicked in yesterday, applies to more than $1 billion in sinking funds managed by the 16 town councils in Singapore.

The money is collected through monthly service and conservancy charges and government grants and is used for cyclical repairs, such as re-painting or re-roofing.

The Ministry of National Development brought the rule in to strike a balance between councils trying to get good returns on their funds and not taking undue risks with residents' money.

Some council cash has been going into shares and corporate bonds, which are considered riskier than government ones.

The president of the Society of Financial Service Professionals Leong Sze Hian said: 'Corporate bonds are only as good as the company can pay. The risk of a company running out of money is higher than that of the Government.'

Before the new rule, council investments were governed by the Trustees Act, which placed restrictions on some instruments. The new 35 per cent cap is seen as stricter, but no council contacted by The Sunday Times said it would have trouble complying.

The Hong Kah Town Council has about $150 million in its sinking fund, with one-third invested in government bonds returning 2 to 3 per cent. Another third is in short-term fixed deposits with returns of 1.5 to 3 per cent, with the rest handled by fund managers.

The investments can include corporate bonds and stocks, which are riskier. But this portion, handled by fund managers, nets about 8 to 10 per cent in returns a year, said council chairman Ang Mong Seng.

Sinking funds are typically parked in safe investment instruments, such as government bonds and fixed deposits. But a few years ago, many councils felt that they could do better by investing in other instruments, such as shares.

Many then let fund managers invest a bigger portion of their cash and reap better returns.

If fellow Singaporeans could read between the lines and the dictatorial tone of PAP minions, they are saying that:

1. The town councils only used 1% of the fund to investment.
Real Tone: What's the big deal ? only 1% !! If we lose, we only lose 1%.

2. The 1% is following the guideline or permitted to use for investment.
Real Tone: We did no wrong (does it sound like TT Durai ??)

3. The 1% investment, if it is a success and according to Dr Teo Ho Pin: Be thankful that the funds have grown under the Town Council’s watch.

The reasons for reveal such ill practises ?

1. You can't cover up a fire with onion paper !! These pappies had to come clean and be "transparent" in order not to affect the coming election. WOW !! What a fantastic job PAP had done - SELECTIVE TRANSPARENCY !!!

2. Has anyone compared the salary paid by these minions in these pappy town councils in comparison to the opposition wards ? Swell, residents in opposition wards pay lower fees to their town council ? What does that mean ?? It could be that these employees of Town Council are enjoying their pay increase with these "investments". Now that the investments have gone f88ked, what's next ? The salary is still at that level ? Any pay cut ?

3. Most importantly, these minions hope to absolve their guilt when it is made public ? Is this really so ??
Teo Ho Pin,“They (residents) should thank the Town Council for working hard to come up with a diversified portfolio to generate income so that residents do not have to fork out more money.” Then, why did the Town Council did not reveal or reflect such investment in any report ?? Again, Teo said,"It was because Town Councils cannot reveal their investment strategies and, anyway, Town Councils abide by the proper financial reporting system."

When pappies made mistakes, they have millions excuses and all the pappy propaganda machines spoke/commented/reported favorably with no hint of any fraud or wrong doing. When the oppositions made a mistake, these motherf88king propaganda machines are all out to incriminate them.
