<!-- START OF : div id="storytext"--><!-- more than 4 paragraphs -->THE Maritime and Port Authority of Singapore (MPA) has appointed a new chief executive to take over from the outgoing Brigadier-General (NS) Tay Lim Heng.
Mr Lam Yi Young, 36, a former Public Service Commission Overseas Merit Scholarship holder, is currently the director of manpower at the Ministry of Defence (Mindef), a post he assumed in 2005. He will take on his new job at the MPA on May 1.
He has been in public service for several years, holding a number of appointments at Mindef, and at the Finance and Education ministries.
Mr Lam has an honours degree in engineering, a Master of Arts in Electrical and Information Sciences from Cambridge University, and a Master of Public Administration from Harvard.
BG Tay, who has been the MPA's chief executive since 2005, will become Deputy Secretary (Development) at the Ministry of National Development from May 1.
Singapore's maritime sector has grown significantly during BG Tay's tenure at the MPA.
Since 2005, the number of international shipping companies based in Singapore has nearly doubled to 115. Last year alone, the total business expenses incurred by these companies exceeded $3.3 billion, said the MPA in a statement.
Support services such as shipping finance, marine insurance, legal services and ship broking also posted similar growth, it added.
Under BG Tay's leadership, the MPA bagged the top spot in the Pro-Enterprise Ranking Survey among government agencies in 2007 and last year.
The survey highlights the pro-enterprise orientation and performance of public agencies. ANANYA ROY
