This is truly one of the most fucktard knee jerk reaction by the PAP. One Brit woman with a couple of sailing companions land on a singapore marina and the PAP will now spend tens of millions of $ to erect 80km of barriers. Are you shitting me? This sort of landings have been happening for decades now and they have done nothing about it. It seems that the PAP will use any excuse to spend taxpayer money. What is the tendering and bidding on this? How many of their cronies and supporters will benefit from this? We have a $12 billion defence budget with the best airborne and satellite surveillance in the world, and we still need this 80 km of barriers? Who's fault is it that the SAF and the Marine Police do not talk to each other? WTF. Truly, I believe the country is bankrupt from all this useless spending.

Singapore’s police coast guard will be erecting some 80 kilometers of land- and sea-based physical barriers around its shores in order to protect it from illegal landings like the incident at Raffles Marina in August.

Deputy Prime Minister and Minister for Home Affairs Teo Chee Hean said this in Parliament on Tuesday in response to a question over the illegal entry of two foreigners into Singapore through Raffles Marina on a private boat.

One of the passengers, a divorced British woman, subsequently tried to snatch her two-year-old son from his Singaporean grandparents.

Teo, who is also coordinating minister for national security, said Singapore’s coast line is currently close to 200km long, with some 180 wharves and jetties as entry points — many of which are within private premises like shipyards and marinas.

Where possible, he added, the authorities have put up physical structures to deter illegal landings at “vulnerable” areas. Right now, there are 63km of barriers around the country’s shores, and with the additional 80km added in future, a total of 143km out of Singapore’s 197km of coastline would be in place to prevent illegal entry, he said.

“This allows our security agencies to focus their attention on areas and vessels that are more likely to pose a threat,” said Teo, who noted that these are not practical in places where sea traffic calls into Singapore through jetties and other landing places.

He also shared that 46 vessels were seized over the past three years for intruding into Singapore, while 144 people were arrested for entering our waters illegally or attempting to land illegally by sea. 49 of them were arrested last year alone.

Furthermore, DPM Teo said owners and occupiers of vessel landing points are also responsible for ensuring that there are sufficient security measures on their premises.

Yep, The solution to Little India riots was to spend more money. i.e. hire more policeman and buy more equipment. The shortage of personnel was not the issue mentioned in the COI. There is more than enough personnel, but when the angchia takes 2 hours to go there from the camp due to the traffic, than the roads is the issue.

If we look at the setup at the shore line of Karanji Park, it consists of layers of concertina wire and some will soak with sea water in high tide. It will rust very fast and needs replacement every now and then.

I recall the time we asked for barrier at MRT platforms so as to prevent jumping onto rail track.
If I am correct, it took more than 5 years to get MRT to act and another 2-3 years to complete the installation.

It proves that PAP is concerned much about losing faces, and less worry about mortal life.
Anyway, we are digit to them, right!

I don't understand this. They have already identified 180 entry points including wharves and jetties. I am sure many of these places already monitored by surveillance cameras. I suppose its too difficulty for them to tie in all the camera feeds to see who is going in and out of these places? 5 protesters of an oppo party will be surrounded by camera and camcorder wielding police men, but they have no ability to monitor these 180 places of entries? Bullshit. Cheaper than building 80kms of barriers, right?

....Look at M airlines..the population is so much bigger, more travellers than sinkieland..i assumed it was mismanaged..if not how could it lose $$ every year in terms of hundred of millions....for the past 7 years...something is bleeding internally. iirc..part of the management was changed before but still no positive results....Unless its a total change over , I don't see it will turn positive in the next

This issue has been addressed back in 2005 by the Maritime and Port Authority of Singapore, headed by a scholar BG Tay Lim Heng. MPA already required all pleasure craft to carry transponders so that they can be easily tracked by MPA. The transponders cost $1000 back than. This British woman who sailed in obviously did not have a transponder on her vessel. This vessel should have already showed up on the radar as a blip without a transponder signal and it should have been monitored and tracked all the way to the marina. MPA failed to do so, Marine Police failed too, so now everything is a big cover up and wayang wayang into spending money on 80km of shit barriers. why don't the oppo ask these questions, fucking useless WP.

Maritime and Port Authority of Singapore to Implement Transponder System for Small Harbor Craft to Further Enhance Maritime Security


1 July 2005

To further enhance the security of Singapore's port waters, the Maritime and Port Authority of Singapore (MPA) will soon require all licensed harbour and pleasure craft to carry transponders that would enable MPA and the security agencies to identify and track their movements.

The Harbour Craft Transponder System (HARTS) has been specially developed for small vessels which are not required to carry the Automatic Identification System (AIS) transponders mandated by the International Maritime Organisation (IMO)'s International Ship and Port Facility Security (ISPS) Code.

Key features of the HARTS include:

A1'Panic Button' to alert the shore-based authorities in the event of a security threat;
Security features ensuring that each transponder unit will only work on the authorised craft;
Ability to transmit craft identity, position, course and speed to shore-based authorities; and
Use of existing telecommunications infrastructure (GPRS network) for transmission of data from the transponder unit to the shore-based control centres.

At less than $1,000 per unit, the HARTS transponder will be much lower cost than the AIS transponder at $7,000 - $10,000 per unit. Nonetheless, the Government will bear the cost of fitting HARTS transponders on all affected vessels.

The S$3.5 million contract for the supply of HARTS was awarded to ST Electronics (Info-Comm Systems) Pte Ltd on 10 June 2005. The installation of the transponders on the 3,000 or so affected vessels will be conducted in phases. The first batch of 500 transponders is expected to be installed by December 2005.

The MPA will be conducting a series of briefings for the harbour and pleasure craft community to advise them on the installation schedule.

Since the ISPS Code entered into force globally on 1 July 2004, compliance with the Code at all Singapore port facilities and Singapore-flagged vessels has remained high. Port facilities found to have lapses (e.g. failures to conduct the required security drills and patrols) during surprise checks and ad-hoc audits were issued with warnings and had their operations suspended until the problem areas were addressed and corrected.

Recognising that efforts to strengthen maritime and port security do not end with the implementation of the ISPS Code, the MPA has also put in place additional security controls and measures for small harbour craft, including:

The Harbour Craft Security Code which provides practical security measures to be undertaken by all harbour craft in the port such as measures for access control, navigation, communications and ship-to-port facility activities.
A Ship Self-Security Assessment Checklist to be completed prior to entry into the port. This helps to ensure the security preparedness and readiness of these vessels.

BG Tay Lim Heng, Chief Executive of the MPA said, "Maritime security remains a key priority for the Port of Singapore. Working closely with the security agencies, we implemented the IMO's ISPS Code in good time to cover our port facilities, as well as ships and harbour craft entering and operating within the port. To beef up our security, we are now implementing HARTS, which is an added measure beyond the ISPS Code. It will enable our agencies to keep an even closer watch over small craft in our waters."

Who gives a fuck whether they lose money or not? Malaysian politicians are not asking for million $ salaries and their MPs are not demanding $16000 a month salary and justify it by saying they are the best in the world. When you are saying u are the best and demanding to be paid the best, than u better give the best performance. This performance is fucked up. They should be paid the same as a malaysian politician.
