The Admin Service sadly began to be politicised in the late 90s. The old guards like Ngiam, Pillay, Hochstadt, Boggars, Sim etc had left and the Scholars began to insight for positions. The less capable ones chose to easier way to advance their career. That speech by LHL is disgraceful.

When Pillay was Perm Sec and was Chairman of SIA and Ngiam who was also a Perm sec and was Chairman of DBS, Devan Nair complained to the old man that SIA Unions are not member of NTUC and DBS did not allow staff to join a union. Both Perm Secs told Nair to fuck off.

There were 3 of them and all failed the wrangler scheme. Old Man transferred them out but did not want to tarnish the SAF Scholarship reputation so it first treated in the press as infusion of blood into SPF. Few years later he actually mentioned they were turfed out. HSK OCS Police NS batch was the first carefully selected batch as they wanted to make them equivalent to a regular which at that time was a division 1 grade and equivalent to an SAF Capt. HSK was in the same scholar squad as the CJ. This batch was tracked from day 1. When he was ready, Old Man selected him to be his PPS. CJ turned down the scholarship.

The Indians do not consider anybody outside themselves as superior. Indian, Cabinet Minister, SIA Chairman titles does not dazzle them. They must have something you need otherwise why are there ? They are focused on what they can get, not who you are. Idiotic Singapore leaders do the opposite. YOu cannot do business with Indians in their country. I was laughing at the plan for a consortium to build smart cities for them. In the end we will see who is smarter.

When Suzhou unraveled and Beijing told him it is a provincial matter and nothing to do with the national government, the guy still did not get it. Can you imagine the millions that we lost. No inquiry, no post mortem, nothing. And he continued to go round the World claiming to be a China expert. This was not his only folly. He wanted to mediate between China and Taiwan. Both countries decided to play along by sending their minions. It took MFA quite a while to figure that they had no idea what they were doing.
