He is hinting that it is the fault of the software supplier, not his. However, he thinks that he is being gentleman by accepting responsibility. That is the sick mentality of the top when they outsource. They think that they have transferred all obligations to the sub contractor. However, they have forgotten about damage to reputation and that although they may be able to recover any monetary losses due to law suit, it is in everybody's mind that they are stupid to engage such a contractor for such a critical task with no proper safe guards in place.
