SINGAPORE - One in every 16,000 secondary and pre-university students here are scholarship holders from India, the Ministry of Education (MOE) has revealed.

In a Facebook post on Friday (Dec 6), the ministry said that international students on scholarships make up 0.9 per cent of students here. Of that number, about 0.7 per cent are students from India.

The Straits Times has asked the MOE for the breakdown of the remaining international students who are scholarship holders.

The ministry had shared the statistics in response to discussions circulating online and in messaging apps that only students from India are given scholarships.

In the post, the MOE explained that it works with organisations, including the Agency for Science, Technology and Research (A*Star) and Singapore Airlines (SIA), to administer some of the scholarships schemes.

Details of the SIA Youth scholarship are available on the MOE's website.


The scholarship, for nationals of India, is tenable for two years leading to the award of an A-level (or equivalent) certificate and is renewed annually, subject to the student's performance.

The MOE noted in its Facebook post that it "provides a wide range of scholarships and financial aid, predominantly to Singaporeans".

It also awards "a small number of scholarships to promising young international students" who hail from Asean countries and China as well, besides India.

"While here, they help promote goodwill and understanding among young people from different countries," it said.

"Over time, some have become permanent residents and citizens, sunk roots here, and contributed to Singapore."

The ministry added it will "look into amending the websites, so as not to give the impression that the scholarships only target students from a particular country".

The MOE did not elaborate on the websites it made a reference to. Tests and interviews are conducted in the Indian state of Delhi.

Scholarship benefits include an annual allowance with hostel accommodation, and return economy class air passage, among others.

Wat about the other countries given free scholarships besides ah neh land? No mention right? N how much is the value of scholarships for locals as compared to foreigners? Alot of local scholarships are just bursaries. Not as generous as those given to foreigners

Foreigners on scholarships are fully paid with generous allowance. N priority hostel accommodation. Locals need eca n all tat crap for hostels. N they might not get allowances. In addition for other countries their foreign scholarships are given to the top students. Singkie foreign scholarships given to the mediocre ones.

Sex blogger Alvin Tan loses scholarship
PETALING JAYA: The National University of Singapore has terminated sex blogger Alvin Tan’s scholarship over his Internet sexploits.
The prestigious university, however, stopped short of expelling the 24-year-old from law school but he will have to pay full non-subsidised fees as a foreign student should he resume studies, reported Singapore Straits Times, quoting unnamed sources.
Tan was an Asean scholar and had been on “leave of absence” from his classes for almost a year when he started uploading pornographic pictures and videos of himself and his girlfriend Vivian Lee on a blog titled “Sumptuous Erotica”.
Tan has refused to comment on the university’s decision.
“I’m sorry but I can’t comment. I’m bound by a confidentiality agreement,” he said.
The university has also kept mum, with the spokesman stating that the school’s disciplinary proceedings were confidential.
An estimate shows that it may have cost the Singapore government – the benefactor of the Asean scholarship programme – at least RM275,000 to fund all of Tan’s seven years of study in the city state.
The highly prestigious scholarship is awarded to only 170 undergraduates from nine Asean countries annually. It covers tuition fees, accommodation and also provides an allowance for the recipients.
Last week, after deciding on the punishment, the university said Tan’s actions were “inappropriate and was detrimental to the reputation and dignity of the university”.
Singapore Education Minister Heng Swee Keat also told Parliament on Monday that Tan’s behaviour was “reprehensible and unbecoming of a scholar”.
Tan said he apologised to the university during the disciplinary hearing on Oct 31.
Meanwhile, both he and Lee have deleted all of their Facebook posts referring to the blog.

It was reported that scholars from India under scholarships administered by the Ministry of Education (MOE) would be arriving in Singapore this month and next month. They are essentially scholarship holders of A*STAR Youth Scholarship and SIA Youth Scholarship. Some would be going to Sec 3 while others to pre-university 1.
Since the announcement, there has been a constant buzz all over social media on the matter, with the majority of Singaporeans questioning why the government keeps giving scholarships to foreign students instead of helping the local students more.
Subsequently, MOE released a statement on its Facebook page last Thursday (5 Dec) in attempt to counter the negativity that were spilling online.
“There has been some discussion online and in messaging apps that MOE is recruiting only students from India through scholarships,” MOE wrote. It said that the government does provide a wide range of scholarships and financial aid, predominantly to Singaporeans.
“We also award a small number of scholarships to promising young international students from ASEAN countries, China and India. While here, they help promote goodwill and understanding among young people from different countries,” it explained.
MOE went on to say that “some” of these foreign students would eventually sink their roots here although it didn’t say how many. It said, “Over time, some have become PRs and citizens, sunk roots here, and contribute to Singapore.”
MOE disclosed that 0.9%, or close to 1%, of secondary and pre-university students are foreign students on scholarship.
“Only about 0.7% of these foreign students on scholarships are from India. So 0.7% of 0.9% – or 1 in 16,000 – are scholarship holders from India,” it said, and added that it would look into amending its websites, so as “not to give the impression that the scholarships only target students from a particular country”.
Interestingly, MOE’s Facebook statement, intended to imply some form of justification and cool the air, only brought more heat to the matter at hand upon garnering strong reactions from online users under the comment section.
Many of them slammed MOE for providing such scanty numbers and figures rather than laying out all the proper statistics to reveal the full picture.
Others wondered if the money spent on foreign students would be – or rather, should be – better spent on those who are born and bred here. They questioned whether or not these foreign students will positively contribute to the nation, adding that most of these foreign students have little to zero intention on doing so as they tend to reap the benefits and later move on.
What’s more, a few even pointed out that some of these foreign students “habitually display inconsiderate behaviours”.
Meanwhile, a couple of netizens also brought up the recent case of MOE holding back the PSLE results certificate from a financially-struggling family as they questioned the integrity of MOE for seemingly giving higher priority and benefits to foreigners.

I dont know if it is a latest tactic but moe seems to be screwing up in the media very badly recently...seems like a diversion ploy to a bigger plot as I dont think ministers allow such materials to be published in the past esp during lky's time

You are an IDIOT. Foreigners under the A* scholarships can choose to go to any top universities. A* will pay. Beside grades, the only condition is that the holder becomes a naturalized sinkee.
So, on paper, the scholarships go to sinkees. But these are fake sinkees. Which foreigner will not give up their citizenship (which they can easily regain later on) for a $1 million scholarship and a 5-year guaranteed job upon graduation?
