To be fair and credible, you should blame both the PAP and the vast majority of adult Sinkies who voted for them, simply because it:

Unfortunately, the hard truth is that Singapore has been the way it has been for half a century simply because even the voters (most of whom are probably men) for opposition parties are cowards. :(
