I want to thank all the senior citizens for contributing to this thread. People my generation are ignorant of these stories. I guess in every society and govt there are rotten apples given human nature is fraught with weakness. But in this age of greed and lust, we cannot rely on age old methods such as paying extreme salaries to contain this - such methods will lose effectiveness anyway.

We need to revamp the PAP outdated system with:

1. Freedom of information act. For ordinary citizens to have good access to information.
2. Freedom of the press and journalistic integrity to shed light of darkness.
3. Whistle blower protection act to ensure that those who step forward to report don't get into trouble.

Even Malaysia is going to implement "declare all assets" of office holders. If we get left further behind with best practices in place, our celebrate d "corruption-free" status will soon be over-taken.

Someone in MHA has been given a very big stick.

Before this, there was a lesser known case of an investigation leading to an admission of data manupilation to give the impression that they were closing more cases than they actually were.

Then there was the more recent case of an admission that forensic DNA tests had been mishandled and it was necessary to reopen a huge number of cases.

Now we have top men from 2 key departments being investigated. When you have the staff car being taken away and permanent replacements announced, you can more or less tell how conclusive the 2 cases are.

Does not look like business as normal at all ...

So far the spring cleaning seems to be confined to MHA. You have got to wonder if it is going to spread to other govt agencies. MOM for example comes to mind.

You are right. Every few years these things occur. They are normally given a warning and posted to Siberia. Looks like Teo Chee Hean differs from Wong Kan Seng on how these things are handled.

There is a strict protocol not to involve intelligence agencies in non-national security matters. Its a world wide practice. ISD/SID even if they are privy to an offence will unlikely step in. There are of course rare instance of ISD/SID being involved and it will have to be cleared at highest level.

These two cases a unusual only that they Govt suddenly feels the need to be transparent. There are worse cases than this that did not see daylight. GD and I have seen things buried that will make your eyes pop out. I have heard of a civil servant dismissed a few months before retirement for accepting oranges and losing his gratutity and pension and I have also seen the Director General Designate of Customs walk away with retirements benefits despite misappropriating funds and fleeing to China.

When Wee Toon Boon a cabinet minister was caught receiving a bungalow, air tickets for his family and few other freebees, old man offered him posting to London as High Commissioner. The idiot turned it down. It was then that most people realised that his meaning of corruption has 2 versions - one for him and one for others.

Corruption very hard to detect in any sino oriented culture. Its a component of doing business. Nobody is going to testify. So cases that emerge are those that blatantly pester for bribes or unable to deliver what was promised. All the major cases from Choy Hon Thim to Teh Cheang Wan all involved aggrieved partner or family member going to CPIB with evidence. Even Ah Long San case, they got the officers who broke down . The rest just walked away and ALS never said anything and quietly went in.

What was suprising was the effectiveness of Competition Commission Singapore in bringing down Modelling agencies, pest control companies, employment agencies etc which CPIB could not control.

I felt it was a mistake putting Police Officers to head the Department. It should be a secondee from AGC. CPIB don't even know how to supoena or obtain bank records, credit card bills, wire transfers, and account access. These things are improtant to build the trail. All the Intelligence agencies have regular liaision chaps with all Banks.

The first sign of trouble and you follow the money trail and then pick up the guy. So obviously they don't know how to build a money trail. Their favourite habit is to throw you in an interrogation room close the door for hours and hope that you will mentally fall a part. I heard of one chap, after being in the room for an hour with no one, walked out, went home and destroyed all the evidence and went back to work.

I think Lock despite his immense potential and certainly a better CP and PS material is better off in a GLC. ACT and company got to him early and he became a Carnival fan. His JB drinking also got worse and he changing seats after being stopped at BKE is one too many.

If not for being an OMS, he would have gotten sacked for the BKE incident. Am sure NBG is aware of this. Wonder if he still chiong Lido with Peter Lim. I haven't been there for a long time. In the past, each time I was there, PL and LWH would be around.
