根據英國航運相關網站引述,亞洲海盜監管機構ReCAAPISC警告船舶,尤其是拖船,在過境新加坡海峽時要保持高度警戒,因為今(二○一九)年前四個月在此一海域,海盜行為有上升的趨勢。
ReCAAPISC指出,在今年一月至四月期間,新加坡海峽西部地區發生四起未經批准的登船事件。這四起事件都發生在交通分離計劃(TSS)西行航道上的拖船及挖泥船。這四起事件中,兩起事件報告有廢金屬的損失,另兩起事件,則沒有財物損失,四起事件中都沒有船員受傷。
ReCAAPISC呼籲,航行經新加坡海峽的船舶要加強警戒,採取預防措施,立即向最近的沿海國家報告發生的情況,該機構並敦促附近沿岸國家加強監視及巡邏,若有可疑情事發生,能在短時間內就事件報告作出妥善因應,以確保航安。

According to the British shipping-related website, the Asian pirate regulator ReCAAPISC warned ships, especially tugboats, to maintain a high degree of vigilance when crossing the Singapore Strait, because in the first four months of this (2010), piracy has rising trend.

ReCAAPISC noted that there were four unauthorised boarding events in the western part of the Singapore Straits between January and April this year. These four incidents occurred on tugboats and dredgers on the Westbound Channel of the Traffic Separation Programme (TSS). Of the four incidents, two incidents reported the loss of scrap metal. In the other two incidents, there was no loss of property. None of the four incidents were injured.

ReCAAPISC has called for vessels on the Singapore Strait to be vigilant and take precautionary measures to immediately report the situation to the nearest coastal countries. The agency also urges nearby coastal states to strengthen surveillance and patrols. If suspicious circumstances occur, they can be in a short time. Make appropriate responses to the incident report to ensure aviation safety.

Two hours before sunset on May 28, 10 men, armed with guns and machetes, climbed from their speedboat onto the deck of a shipping tanker named Orapin 4. The ship was carrying large quantities of fuel between Singapore and Pontianak, a port on the western coast of Indonesian Borneo. Bursting onto the bridge, the attackers locked the ship’s crew below deck and disabled the communications system. They then scrubbed the first and last letter from the boat’s stern, leaving a new identifier, Rapi, in its place.
Failing to hail the crew that evening, the Thai shipping company that owns Orapin 4 reported it missing. Radio alerts were sent out, asking other vessels to keep an eye out for the ship — but nobody had seen it. Over the next 10 hours, the attackers siphoned more than 3,700 metric tons of fuel into a second vessel. Finally, four days after the attack, the Orapin 4 pulled into its home port of Sri Racha, Thailand — the town, as it happens, where the namesake hot sauce was first brewed. While the 14 members of the crew were safe, the pirates — and $1.9 million in stolen fuel — were long gone.
Under most conditions, the brazen attack on the Orapin 4 would have been notable. But this was the sixth such attack in three months.
