【星島日報報道】(星島日報報道)隨着工作人員於凌晨時分移走水馬,讓全長四點五公里的中環灣仔繞道於今早八時正式通車,來往北角及中環的時間將會大為縮短至約五分鐘,市民終可告別困擾多年的港島塞車問題。昨日乘坐開篷巴士從天后到中環主持通車儀式的特首林鄭月娥表示,繞道歷時多年終於完工通車,令她百感交集,形容它是「得來不易」的基建項目。早年曾任發展局局長的林鄭月娥特別提到,繞道落實期間,曾經歷填海爭議、群眾運動,以及清拆天星和皇后碼頭等事件,儘管需時三十年光景才建成,卻成就了保護維港目標,以及促成新的文物保護政策。
自○九年底動工,連同超支撥款共耗資三百六十億元建造的中環灣仔繞道,今早八時開始通車,揭開港島北岸交通的新一頁。據了解,工作人員於凌晨時分開始,陸續將放置於不同連接道路及隧道內的水馬等障礙物移走,讓道路可以早上八時後正式開通,來往東區走廊北角段及中環香港站一帶的時間,將由現時繁忙時間超過二十分鐘,大幅縮少至約五分鐘。
特首林鄭月娥、財政司司長陳茂波及運房局局長陳帆等主要官員,以及一些交通安全隊的青少年成員,昨日先「行」為快,一起乘坐開篷巴士由天后清風街入口,到達設於中環隧道出口的會場,出席通車儀式。而其他獲邀出席的嘉賓亦可在儀式後,乘坐專車通過繞道。不過,傳媒未有獲同樣安排,只能在隧道口觀察內部情況,留意到在西行線內,就有一排水馬將一條行車線圍起,有待工作人員在凌晨移走。
林鄭月娥在致辭時表示,對繞道通車感到「開心、很感動,亦有一點激動,但亦有點百感交雜。」她指出,繞道的構思最早於八十年代首次提出,但當中幾經波折,包括填海爭議、群眾運動、清拆天星和皇后碼頭、司法挑戰、工程延誤等等,直到通車,「足足是三十年的光景。」
林鄭提及自己在○三後,曾先後擔任房屋及規劃地政局常任秘書長和發展局局長,分別曾處理涉及中區和灣仔填海的爭議及官司,以及皇后碼頭抗爭的事件,均與中環灣仔繞道落實有關,坦言今時今日要推展基建一點也不容易,而且會遇到很多爭議,而繞道正是一個「得來不易」的好例子。但她強調,為了本港長遠利益,政府須「迎難而上」,但亦會「求同存異」,希望市民也能換位思考,嘗試了解反對者的理由,了解是否有化解的方法。
她亦表示,繞道的發展過程中,成就了提升香港城市發展的兩大重要契機,包括保護維港,承諾不再在維港內填海,以及成立海濱事務委員會,美化維港供市民享用。而另一契機,就是促成香港保護文物的新政策,加快歷史建築的評級和成功活化多座歷史建築。她最後以「前人種樹,後人乘涼」作總結,指十多年前的決定,正正惠及下一代及未來的社會。她亦趁機「推銷」土地政策,指本港現時面對土地不足,亦應同樣以堅定前行的態度,為下一代進行建設,構建更美好的環境。
