The Straits Times today (28 Mar) published this news article, screaming with the headline ‘Lee Li Lian is by-election’s top spender‘:

ST wrote, “Workers’ Party (WP) candidate Lee Li Lian outspent her People’s Action Party (PAP) rival Koh Poh Koon to be the top spender in the recent Punggol East by-election.”
On closer examination, she spent $65,227, only some $2,200 more than Dr Koh’s $62,991, according to the expenses declared by all the candidates to the Elections Department for the recent Punggol East by-election. The expense declaration is required by the election law.
In percentage terms, Ms Lee marginally spent about 3.5% more than Dr Koh.
The bulk of Ms Lee’s bill was spent on organising 3 rallies, costing a total of $47,324 or $15,775 per rally.
Dr Koh, on the other hand, spent a total of $32,045 for 2 rallies or $16,023 per rally.
More importantly, in terms of performance on dollar-per-vote-won basis, Ms Lee beat Dr Koh flat.
In the Punggol East by-election, Ms Lee won the constituency with 16,045 (54.5%) of valid votes while Dr Koh won only 12,875 (43.7%).
So, in terms of dollar-per-vote-won, Ms Lee spent only $4.07 per vote-won while Dr Koh spent $4.89 per vote-won.
While ST may be right to say that WP’s Ms Lee outspent her PAP rival Dr Koh in absolute term, but certainly, PAP’s Dr Koh outspent Ms Lee on dollar-per-vote-won basis by 20.1%.

so actually Ah Koh spend more than Ah Lian.
