A staff of People’s Association (PA), Jo Soh Bee Ching, was fined $5,000 yesterday (19 Jun) for giving false information to CPIB about another grassroots leader.
Soh was the director of Changi-Simei constituency, which is part of the East Coast GRC. The MP and grassroots adviser for Changi-Simei is Ms Jessica Tan Soon Neo, who is also the Managing Director of Microsoft Singapore.
Soh told CPIB that Youth Executive Committee Chairman of Changi-Simei Community Club, Chia Chee Sin, did sign statements in her presence on 1 March 2009, disclosing a conflict of interest when Chia first joined J Force Events which had dealings with the club.
According to a brochure put up by J Force Events on Internet [Link], the company said it provides “full service integrated event management”. It said:
In fact, its brochure also highlighted that many of the Government and grassroots events (including those from Changi-Simei constituency) were provided by J Force Events:
She also told CPIB that subsequently another conflict-of-interest disclosure statements were purportedly signed by Chia in her presence on 10 October 2010.
In actual fact, these statements were all made in 2011 when CPIB came inquiring about a complaint against Chia. The statement had been signed later and then backdated.
Soh even submitted a false report to PA’s chief executive director on 7 September 2011 stating that Chia declared his interest on 1 March 2009, when he first joined J Force Events. This was untrue.
Soh had done this to hide the fact that she had failed in her duties.
District Judge said Soh had betrayed the trust in her as a constituency director.
Soh, whose postgraduate studies in public administration were sponsored by the PA, pleaded guilty to one charge and had another considered. She could have been fined up to $10,000 and/or jailed for up to one year.
She is currently under suspension and it’s not known if her employment with PA will be terminated later.
On 10 Jun, TTSH decided to terminate blogger Roy Ngerng’s employment (‘Tan Tock Seng Hospital dismisses Roy Ngerng‘). Following Roy’s termination, the Ministry of Health (MOH) issued a statement on the same day stating:
It’s not known if Soh’s actions are also “incompatible with the values and standards of behaviour” expected of PA’s employees.
