Hooligans only tactic is to create scene and shame the company. Hopefully get the bosses’ attention, or better yet instil fear for the customers or staff so that things will escalate and bosses need to act or relent and pay.
Like pay protection money. Best is if police also called in make it more ‘official’. Coz in they think everyone afraid of the police like them.
