就網上片段指，有蒙面人在上水港鐵站關站後，以強光電筒照向路過市民，以及手持懷疑胡椒噴劑，民權觀察發言人王浩賢認為，片段引起市民關注警方會否喬裝示威者作出破壞行為，並嫁禍給示威者。他指，這關注是源於有警員曾在示威中喬裝，建議警方停止所有喬裝行動，保障警員的安全，並應時刻標示警員身分，否則匿名執法或導致濫權事件發生。
王浩賢提到，根據警例，便裝警員執行職務時，應該展示委任證，如果相關人士手持相信是警察裝備的電筒及懷疑胡椒噴劑，已經是行使職務，應該展示委任證，即使警方回覆表示，有派便衣警員到上水站，強調警員絕不會進行任何違法行為，亦難以取得公眾信任。
對於有報道引述消息指，一名19歲孕婦星期一晚在屯門被捕，數名警員一度在產房看守，王浩賢認為，警方的做法會騷擾到其他在場的婦女，產房亦應只容許女警在場，警員亦不應穿戴防暴裝備。

港鐵東鐵線上水站靠近連儂牆的大堂，昨晚(8日)11時左右，有路過市民目睹在已關閉的大堂內，有多名戴口罩或披上圍巾，疑是蒙面便衣警員在「望吓望吓」，相信就港鐵站遭破壞情況進行調查。期間，當該市民邊拍片邊向該名蒙面男子問道：「點解你會喺入面？」，大堂內蒙面男子見被追問，隨即亮起強光電筒向拍片男子照射，拍片者繼而問道：「你可以影番我！」又說道：「哦！你有電筒，點解咁似差人用嗰支電筒？我行過食飯，去消夜咋！」
未幾，雙方更展開對罵，期間有人爆粗「問候」，亦有人大叫：「嚇鬼呀！」。其後，大堂內蒙面男子更一度舉起手上一支胡椒噴劑，作勢向閘外市民噴射，其時，大堂外有人大聲嘲諷：「我都有胡椒呀，不過白胡椒咋！」而在場多名人士見狀慌忙走避，包括一名手持長棒戴口罩蒙面青年。
